Your role

The Deputy Human Resources Manager leads transversal files for Kenya in collaboration with the HR Managers from the local sites in Nairobi. The files and projects include pension fund, health insurance, focal point for labour law and staff representatives. In addition, the Deputy HR Manager manages the HR service providers to ensure the HR operations of Nairobi Regional Delegation are in line with HR policies and in compliance with Kenya local labour law.

Accountabilities & Functional responsibilities

  • Leads the Annual Compliance Exercise and HR Quality Assessment for Kenya with the inputs of the HRMs;
  • Leads the revision and development of staff regulations, HR Manuals/handbook, and other related policies that are transversal;
  • Coordinates and ensures effective and efficient management of the Local Pension Fund for the Resident staff;
  • Coordinates and manages the Health Insurance coverage with the HR service providers and staff health team. Takes the lead in renewing the contracts and manages improvements with the provider;
  • Is the HR focal point for the staff representatives in Kenya;
  • Organizes regular meetings with the site HRMs and supports all staff meetings concerning transversal files;
  • Support headquarters projects by piloting or contributing from the field;
  • Oversight of the private employee hiring to ensure compliance and consistency approach;
  • Is the focal point for inquiries to legal advisers in Kenya, managing case follows up questions and cases, ensuring institutional memory is maintained;
  • Project analysis remuneration (revision salaries/grading- market benchmark, monitoring and analysis of benefits and allowances for Resident staff;
  • Ensures HR processes are implemented, and related services delivered according to ICRC policies and guidelines and in compliance with local legislation;
  • Handling employee grievances and disciplinary outcomes within the provisions of staff regulations and labor laws, participating actively in conflict solving;
  • Supports the HR Manager with Mobile mission matters;
  • Supports the budget drafting and ensure the implementation;
  • Understands and supervises the Performance Management & Development (PMD) activities for employees under their supervision, ensuring that deadlines for the PMD cycle are met;
  • Engages in ongoing and continuous feedback and support, particularly for employees under their supervision, but also other staff members.

What we will look for in your profile

  • University degree, post graduate diploma in HR management or equivalent;
  • A minimum of 10-12 years’ human resource management progressive professional experience;
  • Minimum of 5 years’ experience in supporting the design and implementation of compensation and benefits policies in medium to large multinational organizations;
  • Good understanding of best practices in compensation and benefits (e.g. job grading, salary scales design, total rewards) and compensation and benefits specificities within area of support;
  • Solid knowledge and experience confirmed in the field of medical insurance, pensions and ability to deepen their training in this area;
  • Strong knowledge of Human Resources regulatory and statutory requirements;
  • In-depth knowledge and experience of good of HR practices and sound grasp of HR Systems and Databases;
  • Full Member of the Institute of Human Resources Management and in good standing;
  • Training in project cycle management is an asset.

The International Committee of the Red Cross (ICRC) is a humanitarian institution based in Geneva, Switzerland and a three-time Nobel Prize Laureate.
