About the position:

As part of an upcoming USAID Project, Open-Source Supply Chain Implementation Manager will deploy and customize the OpenBoxes software to manage inventory in Anera’s partner health clinics in the Gaza Strip, overseeing setup, installation, and design adjustments to meet local needs. This role will lead a Training of Trainers (ToT) program for Anera staff, empowering them to train pharmacists and facility staff on effective use of OpenBoxes for pharmaceutical management, logistics, and warehousing. Additionally, the Manager will establish a Community of Practice to provide ongoing support, share best practices, implement technical enhancements, and add a procurement module in OpenBoxes for robust supply chain management.

Key Outcomes:

In the first 90 days, the Manager will:

  • Learn and live the Americares values.
  • Complete all required new hire onboarding trainings.
  • Finalize a detailed work plan for entire project/OpenBoxes deployment, including timelines for implementation milestones, and assess the need for consultants to support customization or training.
  • Work with Anera to complete assessments at clinics to identify supply chain needs and finalize OpenBoxes customization for inventory, stock tracking, and procurement.
  • Establish initial infrastructure for OpenBoxes with a focus on supporting supply chain functionalities.
  • Deploy and test OpenBoxes in identified pilot clinics, ensuring core supply chain features are operational.
  • Begin drafting SOPs for inventory management, stock movement, and procurement processes.

In the first 6 months, the Manager will:

  • Complete pilot testing, refine supply chain processes in OpenBoxes, and integrate feedback.
  • Implement a supply chain-focused Training of Trainers (ToT) program for Anera staff.
  • Finalize IT setup in all clinics to support OpenBoxes’ supply chain operations.
  • Finalize SOPs based on pilot feedback and integrate them into training materials.

In the first year, the Manager will:

  • Complete deployment of OpenBoxes with supply chain functionalities across all identified clinics.
  • Establish a Community of Practice for ongoing supply chain and openboxes support and collaboration among local NGOs.
  • Roll out an additional procurement module for streamlined tendering and acquisition in OpenBoxes.
  • Conduct a full evaluation of OpenBoxes’ impact on supply chain efficiency and performance in the clinics.

Duties and Responsibilities:

  • Supply Chain and System Needs Assessment: Conduct a needs assessment across clinics to inform the customization and configuration of OpenBoxes, ensuring it meets inventory, procurement, and logistics requirements, including lot tracking, expiry management, and shipment tracking.
  • System Setup and Customization: Oversee the setup, customization, and configuration of OpenBoxes to align with specific supply chain needs, ensuring smooth implementation for inventory control, stock tracking, and requisitions.
  • Training and SOP Development: Develop and deliver a supply chain-focused Training of Trainers (ToT) program for Anera staff, alongside creating and testing SOPs for essential supply chain tasks like inventory audits, stock movement tracking, and vendor management.
  • Performance Monitoring and Evaluation: Regularly evaluate OpenBoxes performance with a focus on key supply chain metrics—stock availability, order fulfillment, and inventory accuracy—to optimize clinic operations.
  • Community of Practice and Stakeholder Coordination: Establish and lead a Community of Practice to support ongoing supply chain management, collaborating with NGOs on best practices, and coordinate with stakeholders to align on supply chain goals and resource needs.

Degrees and/or experience required for the role:

  • B.S. in Computer Science, Supply Chain Management, or equivalent experience
  • 1-2 years of network infrastructure experience
  • 3-5 years of experience working with and/or managing servers

These competencies are required for the role:

  • Technical Expertise in IT and Software Implementation: Proficiency in implementing and configuring software systems, with experience in open-source platforms and IT infrastructure setup. This includes customizing and troubleshooting software to meet specific project requirements, ensuring system stability and data security.
  • Supply Chain Management Knowledge: Strong understanding of supply chain management principles, especially in inventory control, logistics, and procurement within healthcare or humanitarian settings.
  • Project Management and Stakeholder Coordination: Strong skills in managing complex projects, timelines, and resources, with a focus on coordinating among multiple stakeholders, including local partners, NGOs, and donors.
  • Training and Capacity Building: Ability to develop and deliver effective Training of Trainers (ToT) programs to build local staff capacity in using OpenBoxes.
  • Analytical and Problem-Solving Skills: Strong analytical skills to assess supply chain challenges, interpret data, and implement improvements.
  • Professional working level of English and Arabic and excellent writing skills

These competencies would be great to have, but are not required:

  • Knowledge of Healthcare Supply Chain in Humanitarian Settings: Familiarity with supply chain challenges unique to healthcare and humanitarian contexts, such as cold chain management and handling of essential medicines.
  • Previous work experience in Gaza
  • Previous experience working with INGOs
  • 2-3 years’ experience with supply chain software development experience
