Organizational Setting

As part of the Technical Assistance (TA) provided by FAO Angola within the framework of the World Bank-funded “Angola Smallholder Agricultural Transformation” project, FAO Angola will provide an institutional and sustainable IT system for the registration of farmers and pastoralists and the provision of technical packages to facilitate their access to agricultural subsidies and other services within the Rural Extension System. The goal is to deploy and customize an instance of the Identification, Delivery, and Empowerment Application (IDEA), a modular digital ecosystem developed by FAO which encompasses modules that support secure beneficiary registration and identification, management of the information collected, the digital management of technical packages (including but not limited to electronic vouchers, cash transfers and services), monitoring of interventions, reporting and visualization.

Reporting Lines

Under the general supervision of the FAO Representative in Angola, the direct supervision AFAOR and in close

 collaboration with the Information Management System unit of the Office of Emergencies and Resilience (OER).

Technical Focus

The incumbent will be in charge of the overall coordination of the project, as well as providing information management support to other projects implemented by FAO Angola which will require the deployment of the IDEA system.

Tasks and responsibilities

  • Analyse, understand, confirm and regularly
  •  communicate the project’s information needs (including beneficiaries’ personal data);
  • In close collaboration with the OER IDEA unit, ensure the alignment and adaptation of the IDEA information system to these needs;
  • Contribute to the identification and definition of new functionalities and/or required adaptations to optimize the system in line with the expectations and requirements of the project, by undertaking tests and post-implementation reviews;
  • Manage the configuration of IDEA’s mobile and online applications for beneficiary and assistance tracking, including configuration of data collection devices;
  • Provide technical support (direct and remote) to FAO Angola staff, implementing partners, traders, financial service providers (mobile operators, banks, etc.) and other involved parties when they encounter difficulties when using and implementing the IT system;
  • In coordination with the CTA and the National Coordinator, help ensure the integration of IDEA with other project and FAO systems, or with external systems such as financial services used within the project;
  • Acquire a good understanding of FAO IT standards and requirements;
  • Develop and oversee the implementation of a data management plan to track the deployment of IDEA, including key milestones, timelines, roles and responsibilities, resource planning, and data protection considerations;
  • In coordination with the National Coordinator, prepare documents, presentations and videos to complement training and facilitate learning for new users of the system (both for FAO Angola staff and for implementing partners);
  • Undertake frequent field missions to support the piloting and deployment of IDEA and to provide direct support to system users;
  • Support the implementation of data collection activities, conduct data quality checks and provide feedback to investigators;
  • In coordination with the CTA and the National Coordinator, support the collection, management and storage of geographic data;
  • Extract (in appropriate formats) collected data to present to FAO staff and other relevant stakeholders for analysis and support project reporting;
  • Collaborate with FAO Angola Programme and Monitoring and Evaluation units to ensure that all project information needs are considered.
  • Perform any other task as may be required.

Minimum Requirements

  • Bachelor´s degree in data science, computer science, software engineering, information technology management, or another relevant technical field;
  • 5 years of relevant experience in in computer science, data science, software engineering, information technology management or other relevant technical field;

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
