Terms of Reference (TOR) for MESPT Recruitment Agencies.

  1. Background Information about MESPT

Micro Enterprises Support Programme Trust (MESPT) is a development organization with a purpose to grow small holder farmers and Agri SMEs to increase agricultural productivity, incomes and enhance competitiveness for job creation especially for youth and women. This is achieved through capacity building which includes skills development, technical support, business advisory, financial and market linkages.

Our focus is to facilitate support and provision of integrated financial and business development services for small holder farmers and Agri SMEs in Kenya. This is aimed at enabling beneficiaries to access finance, increase agricultural productivity, agro-processing, and access markets/ trade opportunities. For over a decade, MESPT has partnered with development agencies, donors, and investors to build the capacity of the business services sector and the agricultural sector in Kenya through a unique tripartite business model that links Farmers, Agri- SMEs, and Financial Institutions – creating linkages along value chains.

We pride ourselves for successfully implementing 12 agriculture-based Programmes that have seen us facilitate creation of 70,000 decent jobs at various levels of the agriculture value chains. We have also cumulatively disbursed KES 6.4 billion to financial institutions and reached over 250,000 end users with access to finance.

MESPT is seeking to prequalify Human Resources recruitment agencies to facilitate the recruitment of new hires for the year 2025.

  1. Objective of the assignments.
  • To reduce the time to hire and improve quality of candidates.
  • To identify top candidates for various positions.
  • To ensure a comprehensive recruitment strategy.
  1. Scope of services & Key Requirements.
  • To advertise for vacant positions within MESPT.
  • To facilitate shortlisting of candidates.
  • To conduct interviews for the shortlisted candidates.
  • Support final interviews with MESPT
  • Share feedback with unsuccessful candidates
  • The consultants are expected to design this process and to assign time frames

  • A brief overview of the proposed recruitment strategies of the agency.
  • Step by step guide of the recruitment process.
  • KPIs of how to measure the effectiveness of the proposed strategies.
  • Timelines for executing proposed recruitment strategies.
  • Personalized Interview guides and assessment frameworks for vacancies.
  • A proposed framework on how you intend to gather feedback from candidates and hiring managers, to enable improvement.
  1. Proposal Submission Guidelines

The proposal should demonstrate sound knowledge, technical skills, and capability as required by the nature of the work of the assignments and understanding of the requisite tasks outlined in the terms of reference.

Eligible Agencies should submit technical and financial proposals. The financial proposal should quote consultancy fees and administration costs. Proposals should also include inter alia:

  1. Statement of relevant experience i.e. similar assignments executed in/under execution in the last five years.
  2. Propose fees for the assignment.
  3. Complete recruitment work plan
  4. Requirements for successful Firm.

The firm must meet the following specifications:

  • Minimum of 10 years of professional experience in the HR consulting field.
  • Experience in conducting recruitment for developmental organizations.
  1. Qualifications and Competencies of Proposed team
  • Minimum Experience of 10 years in Human Resource Management field
  • Experience in recruitment of candidates for non-governmental organizations.
  • Extensive knowledge of local and international labor laws, best HR practices and approaches.
  • Strong analytical, communication, writing and interpersonal skills.
  • Has successfully delivered on the design & roll-out of recruitment strategies.
  • Ability to maintain the highest standards of confidentiality and professionalism and sound judgment.
  • Flexible, creative, detail-oriented, and well organized
  • IHRM practicing certificate.
  • Higher Diploma in Human Resource Management/ CHRP-K
  1. The support team should have at least the following qualifications.
  2. Minimum Experience of 5 years in Human Resource Management field.
  3. Minimum of bachelor’s degree in the field.
  4. Higher Diploma in Human Resource Management/CHRP-K.
  5. IHRM membership certification.
  6. Highly confidential and detail oriented.
  7. Financial Proposal.
  • Clear breakdown of the financial proposal for the assignment including all the chargeable taxes.
  • Terms of payment
  • Total quote for the assignment.
  1. Expected Outcome
  • Reduced time to hire through effective sourcing strategies.
  • Increased number of qualified candidates applying for positions, leading to better hiring decisions.
  • Mechanisms for ongoing feedback and assessment that allow for continual refinement of recruitment practices.

The Successful bidder will report to the Human Resource Office and will be expected to work closely with hiring managers.

    • A financial proposal with a breakdown of costs.
