Context:
Nabadaynta Soomaaliya (hereafter Nabadaynta) is multi-year, multi-donor funded
programme that seeks to integrate technical security and justice expertise with social and
behaviour change approaches to bring about improved security and access to justice for
Somalis through inclusive approaches that enjoy broad-based understanding, support and
both elite and public confidence. Nabadaynta places an emphasis on identifying and
enhancing resolution to specific security and justice problems (i.e. area based problems)
identified as priorities by Somalis in target locations. The programme utilises methods,
including innovations, to identify assets, social networks and norms within communities in
order to ensure that the programme’s design reflects not only communities’ grievances, but
their assets, resources, dreams and collective resiliencies as well.

Nabadaynta is managed by IOM, who provides strategic direction and technical thought
leadership, political and stakeholder engagement, and fund management. IOM is responsible
for driving forward the iterative and adaptive approach of the programme as a whole. The
programme is delivered through a blend of direct implementation and implementing partners
and has a dedicated Monitoring, Evaluation, Research and Learning (MERL) partner.

Nature of the consultancy:
Support the Nabadaynta Soomaaliya programme Technical Lead in the design and
implementation of social and behaviour change and transformative GESI (gender equality and
social inclusion) approaches in the context of security and justice . They will provide direct

Core Functions / Responsibilities:
a)Support the Technical Lead in the design and implementation of effective social norms, behaviour change communications and gender transformative approaches to achieve programme results.
b)Ensure the programme interventions and implementation are carried out based on best practice of social norms and behaviour change communications and transformative GESI.
c)Support the programme technical lead and delivery team in quality assuring technical design and delivery, integrating both global evidences, learning and best practice on GESI transformation, GBV and social behaviour change programming in Somalia.
d)In collaboration with the Technical Lead, build the capacity of IOM staff, partners, government actors on GESI transformation and behaviour change communications through facilitation of GESI and GBV training for staff, co – design and implementation of SBC, GBV and GESI transformative activities.
e)Establish partnerships and strengthen networks with government agencies, project partners, civil society organizations, and other stakeholders to effectively implement GESI-focused interventions and advocate for gender equality and social inclusion.
f)Strengthen networks with government agencies, other development agencies and women’s rights organisations to leverage and share learning on GESI and social norms, behaviour change programming, including GBV.
g)Support the Technical Lead in policy advocacy efforts and represent the organization on issues related to gender equality and social inclusion at District, national and regional workshops, webinars, and other relevant events.
h)Contribute to the implementation of the MEL strategy, ensuring monitoring, evaluation and learning reflects progress towards achieving GESI transformation, norms and behaviour change.
i)Assist IOM to identify, develop and maintain appropriate technical relationships with relevant external stakeholders, in the areas of security and justice reform, Gender Based Violence, social norms change, and communications for behaviour change.
j)The advisor will directly report to the Nabadyanta Deputy Programme Manager and closely work with the programme Technical Lead on Social Norms and GESI.

Performance indicators for the evaluation of results

•Evidence Nabadaynta programme delivery in Social behavior change (particularly on social norms and gender transformative approaches for security and justice programming), GBV, GESI and MEL.
•Support provided in quality assurance of downstream partner deliverables in Social norms and GESI transformative approach.
•Trainings/workshops designed and delivered to IOM, partners, CSO and/or government entities to strengthen capacity on GESI, GBV, Social norms and behaviour change communications.
•Technical support provided to ensure all Nabadaynta programming implementation is guided by social norms and gender transformative approaches.
•Level of support and expertise provided in the design of IOM led interventions e.g. community policing, Town Halls etc.
•Level of support and expertise advice provided in preparation and delivery of Nabadaynta midterm review.
•Contribution and support provided on implementation of the MEL strategy and quarterly strategic reviews for Nabadaynta in consultation with MERL Advisor.
•Adherence to and performing in accordance with the values and competencies indicated in the TOR of the assignment.

Required
Education, Experience and/or skills required

•Education: Master’s Degree in Gender Studies, International Relations, Political Science/Security Management/Development Studies, Education, Behaviour Change Communications for Development, Law or other relevant discipline is required or Batchelors degree with two years of experience in relevant area.
•Minimum of five (5) years’ experience in technical and programme advisory roles for gender and social inclusion, gender-based violence and/or social norms development programmes is required.
•Technical expertise designing and implementing gender transformative approaches, and GBV prevention and response, including with policing and/or access to justice programmes.
•Technical and programme experience designing and delivering social norms programming, including experience using communications/social marketing approaches to promote changes in attitudes and behaviour.
•Experience in the design and facilitation of GESI transformative training.
•Experience in understanding and managing international donor standards for evidence and experience producing and/or reviewing technical learning and knowledge products is an added advantage.
•Experience and resilient working in fragile contexts; and
•Experience working with multilateral and other development partners as well as civil society organisations is an asset.
•Experience working on GESI transformation, social norms and behaviour change in Somalia is an asset.

Languages
•Fluency in English and Somali (oral and written). Working knowledge of Arabic is an advantage.

Travel required
•This role will be based in Somalia with regular travel to Nairobi, Kenya.
