FHI 360 is currently recruiting for the position ofDirector of Finance and Administration (DFA) for an anticipated USAID-funded resilience program in Morocco. This new award will leverage the private sector for sustainable, inclusive economic growth and strengthen Morocco’s resilience to shocks and long-term stressors, including water scarcity and drought. The award will seek to improve the enabling environment for investment and business growth for a sustainable economy, assist early-stage entrepreneurs and small and medium enterprises through access to finance and technical support to create and scale innovative solutions increasing economic resilience, and promote a skilled workforce to support the development and growth of a sustainable and equitable economy. The budget is expected to be $10 – $25 million.

Job Summary:

The Director of Finance and Administration has senior level responsibility for all operational, financial and administrative functions of the project. As a member of the project’s senior leadership team reporting to the COP, s/he will keep abreast of all project activities and be responsible for establishing and maintaining operational systems and staff that meet the needs and expectations of the project and are compliant with USAID, FHI 360 and government of Morocco policies and regulations. Specifically, the DFA will be responsible for ensuring effective financial, subaward, human resource (HR), purchasing, contracting, facilities, security and travel systems are in place. S/he will oversee financial and administrative reporting, track compliance with contract administrative requirements, ensure sound accounting practices and procedures are in place and provide regular updates to project and FHI 360 leadership staff on project operations. The DFA will participate in regular project planning and will implement successful strategies to improve quality of service, productivity, and cost efficiency and ensure the best value is obtained for all goods and services.

We anticipate the position to be based in Rabat, Morocco. Employment is contingent upon successful award of the project to FHI 360 and subsequent approval of the candidate by USAID.

Job Description:

  • Oversee functions and staff responsible for financial management and accounting, subaward management, HR, logistics, IT, procurement, and security.
  • Establish sound and transparent financial, administrative, human resources (HR), procurement and other systems required to support contract implementation.
  • Ensure all operational functions are conducted in accordance with FHI 360, USAID and government of Morocco regulations and policies. Work with FHI 360 Headquarters staff to ensure that such systems are established and managed in accordance with FHI 360 global standards and procedures.
  • Participate in annual work planning and oversee financial planning, budget forecasting, ensuring FHI 360 standards for financial management are maintained.
  • Provide regular, high-quality financial information and analyses to the Chief of Party and FHI 360 leadership staff to inform programmatic decisions. Provide leadership and guidance on critical and complex budget, contractual and administrative matters.
  • Oversee the development and administration of subcontracts with local and international partners and establish and oversee systems for monitoring and managing subcontractor financial and contractual performance.
  • As necessary, oversee the establishment and administration of a USAID-compliant grants, including grants under contract (GUC), working closely with project leadership and technical teams to ensure that the administrative of GUC meets programmatic and contractual requirements and targets. Establish and maintain systems for monitoring GUC compliance and reporting.
  • Oversee human resource functions including staff recruitment, tax payments, severance calculations, contract establishment, and other related tasks.
  • Build capacity of project staff in operational functions as needed. Identify the need for and engage surge support for operational functions when needed.
  • Ensure timely and quality completion of relevant financial and administrative deliverables, reports and other requirements, in accordance with the award and other applicable USAID guidelines.
  • Ensure procurement processes are completed in accordance with FHI 360 standards and US Government policies and procedures.
  • Oversee and/or participate in all audit procedures and ensure that audit findings and recommendations are properly addressed.
  • Any other duties as assigned.

Required Qualifications

  • Oral and written fluency in English, Arabic, and French required.
  • Bachelor’s degree or its international equivalent in international development, economics, finance, or a related field from an accredited university. Master’s degree preferred.
  • At least 8 years of experience in finance, operations and/or administration, including at least 6 years in operations-focused leadership positions on USAID-funded projects of similar size, scale and complexity.
  • In-depth knowledge of US Government and USAID costs principles, rules and regulations, including for contracts, and their application in program decision-making.
  • Experience developing, managing and monitoring subcontracts and subgrants (GUCs) under USAID-funded contracts.
  • Demonstrated experience and skills in establishing and maintaining systems for financial and operational aspects of USAID projects of similar size, scale and complexity.
  • Experience working on US Government contracts highly preferred.
  • Work experience in Middle East and North Africa required, Morocco highly desired.
  • Demonstrated ability to create and maintain effective working relations with partner organizations and international donor agencies.
  • Must have excellent organizational, supervisory, leadership and managerial skills.
  • Advanced skills in Excel, Word, and experience using QuickBooks or another computer accounting system.
  • Strong oral and written communication and interpersonal skills
