Context:

Under the overall supervision of the Head, Peacebuilding and Development Coordination (PDCU) and the direct supervision of the Programme Manager (Community Resilience and Peacebuilding (CRP)) and in close coordination with the Head of Sub-Office in Pemba and Head of Infrastructure and Engineering unit (HIEU), the Infrastructure and Engineering Officer will be required to work as a member of CRP team to assist in managing, designing, implementing and coordinating the construction of various infrastructure projects.

Core Functions / Responsibilities:

  1. Coordinate the technical assessment, identification of technical alternatives, design, implementation, and monitoring of the activities required for the successful completion for the Infrastructure Components under the Infrastructure and Engineering Unit.
  2. Check that the infrastructure adheres to scope, time, and budget according to Infrastructure Compliance Guidelines, Standard Operating Procedures (SoPs), Post Descriptions (PDs), and strategy of the Community Resilience and Peacebuilding portfolio. Bring issues of non-compliance to the attention of the supervisor.
  3. Draft progress and other required reports. Ensure that project data and information is archived and shared appropriately.
  4. Check that activities are performed in accordance with the specifications in the project proposal and notify the supervisor of any pertinent change requests in a timely manner.
  5. Implement project work plans and inform the supervisor of any delay or workaround required for timely completion of activities.
  6. Monitor project budgets, expenditures and burn rates according to internal and donor requirements.
  7. Monitor project implementation by undertaking regular visits to the areas of operation, and checking that materials and resources are being properly utilized in compliance with design and technical specifications. Follow up on scheduling with contractors and prepare completion certificates.
  8. Coordinate procurement, checking alignment with approved specifications or Bills of Quantities (BoQs), in close collaboration with procurement and logistics department to facilitate the purchasing and delivery of the required materials and items to the respective sites in a timely manner.
  9. Liaise with counterparts and relevant stakeholders, supervise and coordinate the work of relevant Infrastructure staff, provide inputs for performance evaluations, and assist in resolving team conflicts.
  10. Abide by the principles of a respectful office environment free of harassment and retaliation, and that promotes the prevention of sexual exploitation and abuse (PSEA).
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Clean Energy Management, Civil, Structural or Electrical Engineering and/or Architecture from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in engineering design and consulting works and in monitoring and supervision of projects in the construction industry; and,
  • Experience in both hydraulic and construction work in Cabo-Delgado is an advantage.

Skills

  • Flexible to work in the field to supervise the contractor and in the office to prepare cost estimates, Bill of Quantities (BoQs), technical specifications, schedules, and other tender documents;
  • Competent to use computer-aided design (CAD) technology and design software (AutoCAD, STAAD, MS Office, etc.) as well as surveying instruments (level, total station, etc.), mapping devices (GPS) and related software (ArcGIS, QGIS, etc.) would be added value;
  • Able to prepare schedules/bills of quantities and estimating cost as well use of MS Office suite software (Word, Excel, Project, etc.);
  • Familiar with Mozambican National Building Standards and related local/international standards and specifications;
  • Knowledge of local context in target project areas (i.e. Northern Region of Mozambique) is an advantage;
  • Knowledge of UN and bilateral donor programming;
  • Knowledge of financial rules and regulations;
  • Knowledge of procurement principles are policies; and,
  • Excellent knowledge in MS office applications.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Portuguese is an advantage.
