COUNTRY CONTEXT

Chad host over 1 million refugees and returnees, of which over 600,000 fled Sudan to Chad since April 2023. Affected by the Lake Chad Crisis, 219,000 IDPs live in difficult conditions and in a volatile security situation. An important part of the population, particularly those living in Sahelian belt, are food insecure during the annual lean season, with an average of 2 million severely food insecure per year (between 2020 to 2023) and rely on WFP food assistance. Climate change leads to more and more extreme weather events, and 1.5 million people are projected to be affected by floods in 2024. Over 1.3 million children suffer from malnutrition.

THE ROLE

This position is based in N’djamena, Chad and reports to the Head of Program. This role is to provide support to policy and programme activities (Emergency Preparedness) that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Contribute towards the development of a wide variety of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
  • Provide project management support to specific and defined programmes and projects of considerable size/complexity, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
  • Develop and coordinate data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
  • Research and analyse a range of policy and operational issues to inform the development of policies, programmes and activities.
  • Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
  • Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery.
  • Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
  • Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through providing inputs into training materials.
  • Guide and supervise more junior staff, acting as a point of referral and supporting them with analysis and queries.
  • Other as required.

QUALIFICATIONS AND EXPERIENCE

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • At least 3 years of progressive work experience in emergency response, emergency preparedness, emergency/crisis programme management or related fields.
  • Experience in field offices or country offices required.

Desired experience for entry into the role:

  • Has deepened technical knowledge through exposure to technical teams.
  • Has taken leadership of implementing programmes.
  • Has provided input into policy discussions and decisions.

Language: Fluency (level C) in both French and English language.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

Goals and strategies

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.
