POSITION TITLE: Project Manager, Field Support Services Project (FSSP) Tanzania

NATURE AND SCOPE:
In response to a Request for Proposals by Canada’s Department of Foreign Affairs. Trade and Development (also known as Global Affairs Canada – GAC), WUSC is preparing a proposal for the Field Support Services Project (FSSP) based in Tanzania. This FSSP is responsible for providing a range of services in support of program delivery and policy dialogue of Canada’s international assistance in Tanzania. These services include, but are not limited to, the provision of administrative, logistical, technical, and financial services for GAC and other clients identified by GAC in Tanzania.
The Project Manager will be responsible for managing the delivery of administrative, logistical and financial management services provided by the FSSP.
RESPONSIBILITIES:
The tasks for the FSSP Project Manager include, but are not limited to:
- Overseeing the FSSP team including a group of technical experts
- Leading the development and delivery of the project strategy and work plans
- Liaising with Global Affairs Canada and establishing strategic engagement relationships with key partners and stakeholders (including government, civil society, other donors, private sector) on assessing needs and setting priorities
- Identifying the risks that may affect project delivery as well as the mitigation measures required to address them, keeping the TA duly informed
- Leading the preparation of all key FSSP documents (work plans, service requirements and narrative reports), in accordance with Global Affairs Canada’s objectives and priorities.
- Developing an approach to include quality assurance in the management of services provided and ensuring overall quality of services provided
- Determining the need for communications tools and products that will promote the implementation of Canada’s FIAP strategy and objectives in FSSP-related activities
- Overseeing the financial performance of the project
QUALIFICATIONS AND COMPETENCIES:
*note: degrees received in a country other than Canada will require an academic credential assessment and qualification recognition service issued by an agency or organization recognized by the Canadian Information Centre for International Credentials. WUSC will assist with this process.
- Advanced degree in a relevant discipline such as political sciences, law, international development, economics, finance, business administration, project management, social sciences, engineering, applied sciences
Experience
- A minimum of six (6) years of experience as a Project Manager
- Experience working in a Developing Country. Strong preference for project management experience in Tanzania
- Demonstrated experience managing international development projects with a minimum value of 2 million dollars and minimum duration of 3 years.
- Demonstrated experience developing and maintaining good working relationships with key stakeholders (government, civil society, other donors, or private sector) and convening dialogues and consultations
- Demonstrated experience in formulating and managing project plans by defining deliverables, identifying key milestones, reviewing project progress, and engaging in ongoing risk management
- Demonstrated experience in planning and coordinating the activities of project personnel, stakeholders, sub contractors and other support providers
- Demonstrated experience in providing briefings on progress and concerns on an ongoing basis and at scheduled points in a project life cycle
- Demonstrated experience in collaborating with and providing advice on project matters to the project authority
- Demonstrated experience in leading the preparation and timely submission of documents and deliverables
- Demonstrated experience in conducting post project reviews/lessons learned and share findings with project team and other relevant stakeholders
- Able to work effectively in a dynamic team environment (working both independently and as part of a small team)
- Curious, enthusiastic and willing to innovate and adapt
Language
- Professional proficiency in English (oral, reading, writing)
