Impact Assessment of HEAL Projects: HEAL-I, HEAL-II, and HEAL-III

  1. Introduction

Islamic Relief Worldwide (IRW), established in 1984, is a leading international humanitarian and development organization dedicated to alleviating poverty and inequality and responding to disasters and crises globally. Since 2006, the IRW Somalia Office has implemented various humanitarian and development programs to address the complex challenges faced by communities in Somalia, including drought, displacement, food insecurity, and inadequate access to essential services. Through a community-centered approach, IRW Somalia has focused on building resilience, fostering sustainable development, and empowering vulnerable populations. The HEAL projects—HEAL-I, HEAL-II, and HEAL-III—aim to address critical needs in health, education, agricultural livelihoods, and protection across multiple districts in Somalia, including Afgoye, Balcad, Banadir, and Beledweyne.

  1. Purpose of the Assignment

The purpose of this consultancy is to conduct a comprehensive impact assessment of the HEAL-I, HEAL-II, and HEAL-III projects. The assessment will evaluate the effectiveness, sustainability, scalability, and community impact of these interventions. The findings will provide evidence-based insights to inform future programming, demonstrate accountability to stakeholders, and identify gaps

  1. Objectives of the Impact Assessment

The consultancy will aim to:

  1. Evaluate Effectiveness and Achievement of Objectives
  • Assess the extent to which the projects achieved their intended goals and objectives as outlined in their respective logical frameworks.
  • Measure changes in the well-being of target populations, including improved health, economic benefits, and access to services.
  • Analyze the impact on vulnerable targeted groups, especially women, children, and marginalized communities.
    1. Evaluate Sustainability and Long-Term Impact
  • Examine how project benefits will continue beyond donor funding through community ownership, and capacity building,
  • Analyze contributions to long-term development goals such as improved livelihoods, education outcomes, and health systems.
  1. Assess Scalability and Replicability
  • Identify elements of the projects that can be scaled up or replicated in other regions or contexts.
  • Highlight best practices and lessons learned.
  1. Recognize Donor Contributions
  • Document examples of how donor funding was acknowledged through community recognition and authority’s appreciation
  • Analyze Community Satisfaction
  • Evaluate the levels of satisfaction among target communities regarding project implementation and outcomes.
    1. Identify Gaps and Current Community Needs
  • Highlight existing gaps within target communities and assess their current needs and priorities.
  • Reveal insights from the communities and other stakeholders on future programming modalities and areas of intervention
  1. Scope of Work

The consultant(s) will undertake the following activities:

Desk Review. Review project documents, logical frameworks, donor reports, and other relevant materials.

Develop Data Collection Tools. Design questionnaires and Key Informant Interview (KII) tools tailored to the project objectives and logical frameworks.

Training Enumerators. Conduct online training sessions for enumerators on data collection tools, ensuring adherence to ethical and methodological standards.

Data Analysis and Reporting. Analyze collected data to identify achievements, gaps, and lessons learned and develop a comprehensive, evidence-based report.

Presentation of key Findings. Share key findings and recommendations with IRW Somalia and stakeholders through a presentation in separate note as summary in presentation to be discussed

  1. Expected Deliverables

The consultant is expected to provide the following:\

  • Inception report detailing the methodology, tools, and work plan.
  • Data collection tools (questionnaires and KII guides).
  • Training materials for enumerators which shall be quick summary
  • Draft report for review by IRW Somalia Program Quality Department
  • Final impact assessment report,
  1. Timeline

The assignment is expected to take 2 weeks from the date of contract signing including reporting. But a detailed timeline will be agreed upon during the inception phase.

  1. Consultant Qualifications

The ideal consultant(s) should possess the following qualifications ( Both individual and firm will be accepted)

  • Advanced degree in social sciences, development studies, public health, or a related field.
  • Proven experience in conducting impact assessments for multi-sectoral projects.
  • Expertise in health, education, livelihoods, and protection sectors.
  • Strong knowledge of data collection, analysis, and report writing.
  • Familiarity with Somalia’s socio-economic context.
  • Excellent communication and facilitation skills.

Interested consultants/ consulting firms and individuals should submit the following:

  • Technical proposal outlining the methodology, work plan, and timeline.
  • Financial proposal with a detailed budget covering the tool development, enumerators training via online, data analyzing and reporting
  • CV(s) of the consultant(s) highlighting relevant experience.
