Context:

Since 2006, the International Organization for Migration’s (IOM) Operation in Somalia has set a strong record on the delivery of humanitarian services to crisis-affected populations, while steadily developing models and partnerships for longer term recovery and migration governance.

To address overall migration challenges in Somalia, IOM works closely with the federal government of Somalia, regional authorities, the UN, donor governments and civil society by implementing programmes under the Emergency and Post-Crisis (EPC) Pillar.

Under the overall supervision of the Senior EPC Coordinator and the direct supervision of the Field Operations Coordinator and in close coordination with the Programme Managers in EPC, the Information Management Officer (EPC Operations) will be responsible for assisting with the development and implementation of databases and datasets managed by the pillar required.

Core Functions / Responsibilities:

  1. Participate in the planning, design, implementation and maintenance of an Information Management System for EPC operations that consolidates all information under EPC units for emergency as well as preparedness related interventions linking it to projects and related indicators for donor reporting.
  2. Contribute to the development and implementation of a system of data collection, storage, backup, data validation and security procedures to assure data integrity and availability, including presentation of data linking it to the needs and responses.
  3. Provide technical and process related inputs for the development of common tools for information sharing during a response to help guide informed decision making.
  4. Participate in the identification, development, implementation, and provision of support for technology solutions for Information Technology (IT)/database related support in EPC in line with ITC policies and standards.
  5. Coordinate the development and enhancement of the integrated methodology for data collection and information packaging as required by various programs in EPC.
  6. Participate in the design of other databases and auxiliary systems for existing or new programmes and projects in IOM, as required.
  7. In close coordination with ITC, undertake the maintenance of networks, servers related to the requirement of Information Management Systems.
  8. Design and implement mobile data collection applications (BRaVE) for use in the various IOM programs currently implemented.
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Computer Sciences or a related field from an accredited academic institution preferably with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in development using two or more of the following tools: Access, Visual Basic, Java, ASP, C#, SQL or Oracle and programming for mobile platforms (Android, Blackberry, windows, etc.);
  • Experience in the implementation of population database systems (such as registrations, census or surveys), with Windows Server software (NT/2000) in a multi-site environment, TCP/IP, MS Office, data analysis with Excel, Antivirus software and IT utilities; and,
  • Experience working in emergency and crisis context.

Skills

  • In-depth knowledge of the broad range of emergency and preparedness related subject areas;
  • Knowledge of the cluster system and related information forums;
  • Anticipates and prepares response to changing IT needs of the relevant organizational unit;
  • Delivers optimal IM solutions within defined resource parameters;
  • Correctly applies knowledge of specialized IM disciplines;
  • Works effectively in high-pressure, rapidly changing environments;
  • Coordinates actions with emergency response actors and making use of coordination structures;

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
