Overview: International Business and Technical Consultants, Inc. (IBTCI), a US-based international development consulting company, is seeking a Scientific Coordinator for a five-year activity entitled SOROKA. SOROKA will aim to improve the health of Malagasy people by building capacity and enhancing data collection, management, and use for public health action. Building on the RISE project, it will strengthen the Ministry of Public Health’s ability to detect health threats, respond to outbreaks, and conduct locally led research and evaluations. It will also promote the use of epidemiologic and surveillance data for decision-making.

This position is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Manage the day to day coordination of the technical aspect of the project.
  • Develop and update the disease surveillance governance, data collection, quality analysis, guideline and tools
  • Organize and lead the workshops for the review and update of governance and analytic tools and guideline
  • Oversee and guide the development and implementation of digital application tool
  • Lead the data quality assessment and review activities
  • Lead the development and implementation of research activities and the use, the dissemination and the publication of results
  • Mentor and coach staff to implement disease surveillance and research activities
  • Facilitate tracking of milestones and deliverables, coordinate technical sessions with key stakeholders, and ensure high technical standards for
    project products.
  • Coordinate with headquarters on the development of documents and implementation of the activities

Qualifications

Minimum Requirements:

  • 5 years of relevant professional experience in scientific research and publication
  • At least five years of professional experience in management of health-related projects, including data management, research, disease surveillance, dashboard analysis and
  • Capacity to develop and conceptualize policies, strategic document and data collection and management tools
  • Capacity to guide and oversee the digitalization of data collection and management tools
  • Ability to train, mentor and coach senior and junior staff on implementation of activities
  • Fluent French oral and written communication skills is required; proficient Malagasy oral and written communication is required; proficient English oral and written communication skills is requied.

Education: Master’s degree in Public health, medicine or other relevant fields. A PhD is an asset.

Preferred Knowledge, Skills and Abilities:

  • Expertise in working with a variety of stakeholders, including host country government personnel, NGO partners, international donor agencies and other
    stakeholders.
  • Prior experience working with USAID is desirable.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Ability to travel at least 50% within the country
