The position

The position is based and open for people in Cairo.

BACKGROUNDThe Om Habibeh Foundation (OHF) is an Egyptian non-profit organization established in 1991 under the supervision of the Ministry of Social Solidarity. OHF is the implementation agency for the Aga Khan Foundation Egypt and is an affiliate of the Aga Khan Development Network of organizations and was founded by Om Habibeh Mohamed Shah Aga Khan to contribute to and support local communities in the governorate of Aswan in areas including health care, education, and providing income for deprived communities through long-term development activities. OHF works in the following areas: Continuing Education, Civil Society, Agriculture and Food Security, Economic Inclusion, Women Empowerment and Early Childhood Development.Since April 2023, a total of 190,000 people, including 40% children, have crossed the borders from Sudan to Egypt. Most of the influx of refugees are displaced Sudanese persons and over 5000 from third-country nationals (TCNs). Once in Egypt, the displaced are moving towards Aswan, Greater Cairo, Alexandria, and other cities where many have extended families and existing community support networks.The aim is to ensure that displaced children are provided with access to education through preparation of learning spaces with educational material/equipment to accommodate different learning modalities that align with children’s needs, capacity building of teachers to implement the learning recovery programme, through catch-up programs to help children get back on track with their education as well as to a form of normalcy. It is also important to provide psychosocial support to help children cope with the trauma of exposure to violence and stress of displacement.POSITION OBJECTIVESThe Grants & Finance Officer will serve as the line of communication between OHF and donors, counterparts, and government agencies that offer funding. Ensure that the grant-making agencies are aware of the programme progress.The incumbent will ensure grants compliance and provide technical support to project managers. Assist in forming grants proposals by preparing budget and budget narrative. The GFO reports directly to the Finance Manager.MAIN RESPONSIBILITIES

  • Prepare different grant financial reports in accordance with donor requirements ensuring quality and timeliness of quarter report submission.
  • Prepare monthly closings per project and reconcile expenses from variance grants with ledgers and accounting records.
  • Follow up on receipt of funds from donors.
  • Generating periodic analytical and financial reports on grants information and funds utilization compared to budgets quarters and annual work plans.
  • Review funding requests from the project officers relevant to grants as part of budget control ensuring compliance with the donors’ grants terms and conditions and financial requirements.
  • Detect ineligible costs, improper or insufficient documentation, allocation, non-compliance with the programs Contribution Agreements and take practical steps for rectification.
  • Follow up on the revenue generating components of OHF’s programmes providing assurance of sound internal controls, and financial analysis reports.
  • Periodic review to systems, internal controls, and related policies to ensure compliance with donors.
  • Preparation of annual budget and yearly forecast (a complete exercise) for individual programmes, including preparation of Project Fact Sheets, review of grantee budget documents, summaries including variance explanations and budget consolidations.
  • Monitoring grant periods and ensuring that grant phase out financial requirements are adequately met and the grants are smoothly phased out.
  • Provide technical support in development of grant budgets that are in line with effective implementation of grants.

The requirements

QUALIFICATION & EXPERIENCE:

  • Bachelor’s degree in Business, Finance, or Accounting. emCHdgx BTn6yA
  • CMA or CFA experience/education is an asset.
  • 5+ years of experience in a similar position.
  • Being independent, responsible, organized, detail-oriented, and a multi-tasker are assets.
  • Strong interpersonal and communication skills.
  • Fluency in Arabic and English Languages including writing and reading proficiency.
  • Demonstrating quantitative, measurable, positive results, analytical skills.
  • Progressive experience in accounting and financial management. Familiarity and understanding of sound internal controls and accounting procedures.
  • Experience with conducting financial analysis, budget preparation, and budget monitoring.
  • Experience with using financial analysis techniques using excel/pivot tables, data base connectivity and tools for managing data.
  • Knowledge of donor/grant compliance.
  • Audit experience would be an asset.
  • Experience with non-profit, international development environment is an asset.
  • An ability to work under pressure and meet tight deadlines.
  • Initiative and has excellent analytical skills.
  • Perfect use of Excel and knowledge in ERP systems.
