Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

About the mission

After the outbreak of the conflict in April 2023 and forced evacuation of Khartoum and West Darfur (El Geneina), SI was the first international NGO to re-enter Darfur and resume its emergency response. SI has since been working in West Darfur, Central Darfur, North Darfur, Gedaref et Khartoum, thanks to the support of SHF, CDCS, ECHO and BHA across WASH, Shelter and NFI, Food Security and Livelihood sectors.
SI is in addition leading the Emergency Response Mechanism (ERM) – Sudan, in consortium with different international and local NGOs, covering multiple sectors : Food Assistance/MPCA, WASH, Shelter/NFI, Health, Nutrition and Protection. One of the emergency response team is based in North Darfur to implement rapid response activities: mainly in WASH, but also in food assistance through CVA & kits distribution.
In North Darfur, SI has one base and 2 sub-base, with 2 distinct teams. The base in Tawila (in Jabel Mara) and its sub-bases in ElFasher & ZamZam IDP s Camp (both managed remotly from Tawila) are 2 hours and half away from one another. The international team is located in Tawila and composed of : 1 Field co, 1 Adm manager, 1 Log manager, 1 Wash PM, 1 Wash Emergency PM & 1 Meal manager.

Projets on these bases cover multiple sectors (Food Assistance, WASH, Shelter/NFI), with a diversified portfolio of grants. In Tawila and the Jabel Mara, SI is supporting displaced people, mainly from El Fasher and ZamZam, through emergency operations: distribution of hygiene, shelter & NFI kits, food assistance, but also longer-term activities: agricultural support, WASH in health & school, rehabilitation of water yards, etc.
Tawila is a level 4 security base, whereas El Fasher/ZamZam , which are currently the only part of Darfur still under the control of the regular army are seeing frequent ground fighting and bombings and are as such registered as zone 5 in terms of security. Our national team is maintaining there lifesaving activities : water trucking, water supply, repair of water points, food distribution…

General objective:

The ERM/Emergency WASH PM leads the rapid response mechanism in North Darfur and surrounding states.
S/he will be in charge of developping and managing the humanitarian watch system, leading and deploying for rapid needs assessments, launching and implementing SI’s emergency response across the differnent sectors WASH, food assistance through CVA & NFI/Shelter distributions.
S/he will be in charge of recruiting Emergency team members (WASH and emergency/BN technical profiles) if not finalised and ensure a proper induction and capacity building process.
S/he will be working closely with the Field Coo to develop the understanding of the context, to implement emergency response in key areas & to develop access and build acceptance with communities, while targeting key needs of the populations.

The main challenges:

1- Due to the ongoing conflict, the SI mission in Sudan has significant activities and funding. While strengthening a large scale static response, SI needs to improve its reactivity to shocks with a fully autonomous ERM Team with a strong focus on WASH
2-Very volatile context, complex relationship with authorities, access, supply & security challenges

Priorities for the 2/3 first months:

1 – ERM officers recruitment finalisation, induction and training
2 – Assessment of newly accessible areas, implementation of ERM activities and set up of the humanitarian watch system in North Darfur
3 – Contribute to the development of an emergency strategy and its implementation troughout SI bases in Dafur

Security constraints:

Very volatile context. Level 4/5.

DIPLOMAS AND EXPERIENCE

Bachelor or Masters degree in related field (business, international relations, etc)

Experience in the humanitarian sector : 3-4 years

Experience on a similar position : 0-2 years

A salaried position:
According to experience, starting from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Tawila aka. Malibu Guest House (good) conditions : large GH with individual bedrooms, shared bathroom (including with italian toilets, individual & collective spaces, electricity & internet 24/7, open kitchen and good cook.
Internet: strong Satellite internet system available in office and GH.

Restaurant & social life: Restaurants for lunch and dinner before 7pm. No social life outside the GH (yet), very few INGOs in town (new INGOs are coming), SI curfew at 10pm (2 staff, 1 car).

Office in front of the GH with a dedicated office for each department & 250m2 of storage.
During field deployments with the ERM team, living conditions depend on the specific location. Can typically expect to stay in a building with a bedroom (possibly shared), and a shared bathroom with squatting toilet and bucket shower.
