BACKGROUND

Free TB is a three-year Expertise France-funded project to be implemented in the Bo district by Solthis in partnership with National Leprosy and Tuberculosis Control Programme (NLTCP); Lincoln International Institute for Rural Health (LIIRH), and the Civil Society Movement Against Tuberculosis Sierra Leone (CISMAT-SL). The project goal is to contribute to the reduction in childhood mortality from tuberculosis by delivering an available, feasible, cost-effective, and decentralized childhood tuberculosis diagnostic approach to enhance case-finding and access to treatment. More specifically, the project aims to improve TB diagnosis, access to treatment and prevention in children under 5 years old in Bo district through the implementation of an operational decentralized strategy. Through a comprehensive geographical approach aiming at covering the entire Bo district, the project will target all public health facilities of the district at the different levels of Sierra Leone’s health care system pyramid: at the primary care level, the chiefdoms are served by Community health Centre, then sections are served by Community health post (CHP) and at the lowest is the village level served by Maternal & Child health post (MCHP). The project will have strong operational research dimension.

JOB OBJECTIVES

Under the supervision of the Program Coordinator based in Freetown, the Project coordinator will manage a team of 5, including 1 expatriate staff. The project coordinator will also manage the Bo office . In this context, he/she will directly supervise 2 staff, i.e., a Senior Medical Officer and an Admin/Finance Assistant.

SPECIFIC TASKS

Project coordination

  • Oversee project budget management, including monthly follow-ups to identify under-consumption and potential overruns. Ensure all expenses comply with admin and finance procedures (PAF), policies, and budgetary constraints, coordinating with finance teams to process purchase orders, invoices, and payments.
  • Collaborate with the Administrative and Finance Manager (AFM) and the Program Coordinator to coordinate the operational and financial planning of the project.
  • Lead the implementation and monitoring of the Free TB project, ensuring effective delivery while adhering to internal policies and contractual requirements.
  • Establish and maintain efficient coordination systems and tools to improve communication, track progress, and facilitate reporting. This includes developing coordination mechanisms and ensuring all team members and partners are actively engaged.
  • Facilitate collaboration among the Free TB project team and external partners, promoting effective communication, conflict resolution, and teamwork. This involves organizing regular coordination meetings and fostering a culture of shared responsibility and mutual support.

Partnership and stakeholder relations

  • Develop and maintain strong relationships with key stakeholders, including the TB national program, CSO partners, academic institutions, donors, and community representatives.
  • Engage in regular communication, organize stakeholder meetings, and represent the TB project at relevant forums and events, as required.
  • Collaborate with the Country Director and National Logistician in developing and updating the security plan, ensuring adherence to security procedures and monitoring the evolving context of the Free TB project intervention.

Project communication and reporting

  • Ensure the quality and accuracy of reports submitted to the donor(s).
  • Facilitate smooth communication among consortium members to enhance collaboration and alignment.

HR management

  • Oversee the coaching, and mentoring of project staff, ensuring timely performance appraisals.
  • Support the advertisement of vacancies, interview coordination, and onboarding of new employees in collaboration with the AFM and Program Coordinator.
  • Ensure timely submission of leave applications, maintain an updated leave record, and submit a monthly leave report to the AFM and Program Coordinator.

Field base management

  • Lead Bo field office coordination meetings, ensuring that all field staff plan and implement activities jointly, with timely follow-up on action points.
  • Supervise resource management at the field level.
  • Collaborate with the Country Director and National Logistician in developing and updating the security plan, ensuring adherence to security procedures and monitoring the evolving context of the Free TB project intervention.

PROFILE REQUIRED

Education:

  • Bachelor’s or postgraduate degree in a relevant field (e.g. public health, social sciences, community development, etc.)
  • A Doctorate in Medicine is a plus.

Experience

  • Minimum 3 years’ progressive experience in coordination and project management within the Sierra Leone health sector.
  • Experience collaborating with government bodies, Civil Society Organizations (Mandatory), international organizations, NGOs, and donors.
  • Proven experience in primary health care interventions, particularly working in districts and with DHMTs.
  • Excellent computer literacy and knowledge management skills, including proficiency in MS Office and Google Suite.
  • Strong understanding of the National TB Control Program is a plus

Qualities and skills

  • You are familiar with project management, operational management (including research and M&E) and budgeting, as well as managing institutional funding.
  • You can lead a multidisciplinary team and create a team dynamic.
  • You are autonomous.
  • You are committed to passing on high-quality knowledge.
  • Your analytical, drafting and summarizing skills are such that you are comfortable producing reports and drafting projects.
  • You are good at anticipating, planning and you are well organized in your work.
  • Your flexibility and adaptability will enable you to manage stress.
  • You are recognized for your ability to work in partnerships and networks.
  • You stand out for your ability to represent, dialogue and advocate with health authorities.
  • You are fluent in English. Knowledge of French will be an asset.

Salary: Depending on experience in a similar position, according to the SOLTHIS salary scale
