Under the overall supervision of UNOPS Senior Programme Manager, and under the direct guidance of the Chief Field Technology Section (FTS), the Programme Manager – C4ISR will serve as primary focal point to provide support of the C4ISR programme, with particular focus on capacity building for the Somali Security Forces (SSF), and for national staff. He/she will perform the following tasks:

Summary of Key Functions:

1. Planning Support

  • Coordinate ICT-related training programs for Signals personnel in line with OICT policies, standards, regulations, and guidelines.
  • Establish KPIs represented via Power BI dashboards to measure the progress of training support delivery.
  • Assist the J6 Cell in reviewing ICT systems and contribute to technology solutions to support AUSSOM operations as defined in their Concept of Operations (CONOPS).
  • Work with relevant support colleagues to ensure appropriate training facilities and amenities are available to all the participants.

2. Capacity Building

  • Support the Implementation of skills development and capacity-building for SSF.
  • Support the development of training programs to foster joint or coordinated operations between SSF and African Union (AU).
  • Support the coordination of the delivery of advanced courses such as C4ISR- based training and Interoperability best practices and tools as per United Nations C4ISR Academy for Peace Operations (UNCAP) guidelines.
  • Organize ICT training, briefings, and refresher courses as required for uniformed personnel and develop courses aimed at increasing the participation of uniformed women.
  • Conduct post-training assessments to identify training program improvements and adjust courses and methodologies.
  • Conduct Training of Trainers courses to maximize transfer of skills.
  • Work closely with the UNSOS Integrated Mission Training Centre (IMTC) to provide training support to AUSSOM and SSF as part of the logistical support package.
  • Assist the Senior Programme Manager in supervising, mentoring, and coaching User Support Trainers based in the regions to deliver the standard C4ISR program.

3. FTS Support

  • Provide assistance to Support the Chief FTS in identifying the technical assistance, equipment, and software needs required to support AUSSOM.
  • Prepare monthly progress report for submission to the Chief FTS.
  • Assist in coordinating knowledge transfer programs for technology to be introduced to the AU mission and the SSF, focusing on specific ICT systems.

4. Perform other tasks and responsibilities relevant to the scope of this position.

Impact of Results

The result of work of the Programme Manager – C4ISR impacts directly on delivery of service that satisfy the requirements of UNSOS as well as the performance of the services implemented. It will also ensure proper processes and methodologies are followed and implemented according to the latest of the industry standards. The incumbent is responsible for ensuring activities for all global locations are in line with the overall business targets and UN policies, rules and regulations.

Education:

  • Advanced university degree (Master’s degree or equivalent) preferably in Electronics or Telecommunications Engineering or related areas with 2 years of relevant work experience
  • A first-level university degree (Bachelor’s degree or equivalent) preferably in the above mentioned fields of study, with 4 years of relevant work experience will be given due consideration in lieu of the advanced university degree.

Experience:
Required Experience:

  • Relevant experience is defined as experience in programme or project management in C4ISR or similar areas.
  • A minimum of two (2) years of professional experience in capacity building / training areas.
  • A minimum of one (1) year of experience in utilizing analytics for performance improvement.
  • A minimum of 2 years of experience in managing multiple and diverse military, police or security units operating in a conflict or post conflict environment.

Desired Experience: The following experience is optional. Candidates who do not have it are welcome to apply

  • Skilled in the use of MS PowerPoint.
  • Understanding of Internet, Intranet, Extranet and multi-tiered architectures
  • Training in radio communications theory, infrastructures, network or discipline is desirable.

Language Requirements:

  • Fluency in English (speak, write, read) is required.
  • Knowledge of another UN official language is desirable
