About COVAW
The Coalition on Violence Against Women (COVAW) is an organization that is focused on influencing sustained engagement on violations conducted against women and girls in Kenya, with an emphasis on Gender-Based Violence. COVAW envisions a society where women and girls enjoy equal rights, and freedoms and thrive in safe spaces. In doing so, we focus on 5 Key areas of Access to Justice, Access to Comprehensive GBV and Sexual Reproductive Health Rights (SRHR) services, Women in Economic Empowerment, Women’s Leadership Development and Institutional Development. COVAW’s interventions deliberately address norms, attitudes, laws, policies and practices that affect women and girls’ safety and wellbeing in general. This is done through implementation of gender progressive practices and supporting the development of regulatory and institutional frameworks. Additionally, COVAW fosters consistent engagement with different actors to prevent and respond to Violence against Women and Girls (VAWG) and to hold perpetrators of these violations accountable. COVAW is guided by its core values of respect, integrity, solidarity and commitment to improving the lives of its primary beneficiaries – women and girls.
1. Introduction
COVAW recognizes the importance of robust policies in ensuring effective operations, program delivery, and organizational resilience. This Terms of Reference (TOR) outlines the scope of work for the development of the following key policies:
- Monitoring and Evaluation (M&E) Policy
- Emergency Preparedness Policy
- Risk Management Policy
- Data Protection Policy
2. Objectives
The primary objective of this consultancy is to:
- Develop comprehensive and practical Data Protection Policy, M and E policy, Risk Management Policy and Emergency Preparedness Policy that align with COVAW’s mission, values, and strategic objectives.
The policies should be user-friendly, easily understood, and implementable by staff.
The consultant should facilitate a participatory process involving key stakeholders in the policy development.
3. Scope of Work
The consultant will be responsible for the following tasks:
3.1. Inception Phase:
Conduct a desk review of existing relevant documents, including COVAW’s strategic plan, program documents, and any existing policies related to the subject matter.
Conduct consultations with key staff to gather input on current practices, challenges, and needs related to each policy area.
3.2. Policy Development Phase:
Develop draft policies for Data Protection, M&E, Emergency Preparedness, and Risk Management, incorporating feedback from the staff consultations and desk review.
Ensure each policy includes:
- Purpose and scope
- Guiding principles
- Definitions of key terms
- Roles and responsibilities
- Procedures and guidelines
- Monitoring and evaluation framework (for the M&E Policy itself)
- Review and update procedures
3.3. Validation and Finalization Phase:
- Incorporate feedback received on the draft policies and revise them accordingly.
- Finalize the policies, ensuring clarity, consistency, and alignment with organizational goals.
- Develop an implementation plan for each policy, including timelines, resource requirements, and training needs.
4. Deliverables
The consultant will deliver the following:
- Final M&E Policy
- Final Emergency Preparedness Policy
- Final Risk Management Policy
- Final Data Protection Policy
5. Timeline
The consultancy is expected to be completed within two weeks. A detailed timeline will be developed in the inception phase.
6. Qualifications and Experience of the Consultant
The consultant should possess the following qualifications and experience:
- An undergraduate degree in social sciences.
- Demonstrable experience in policy development, particularly in the areas of M&E, emergency preparedness, and risk management.
- Strong understanding of how the NGO sector work and operating context.
- Excellent research, analytical, and writing skills.
- Proven ability to facilitate consultations and incorporate feedback.

- Detailed financial proposal
- Samples of previous policy development work
