Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with 190 member National Societies. Organizational Context

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian network, reaching 150 million people each year through its 190 member National Societies. The organization acts before, during and after disasters, crises and health emergencies in order to meet the needs and improve the lives of vulnerable people. IFRC’s work is guided by seven Fundamental Principles (humanity, impartiality, neutrality, independence, voluntary service, unity and universality) and by Strategy 2020, which voices the organization’s collective vision and determination to move forward in tackling the major challenges that presently confront humanity. The Africa Regional Business Group is organized through cluster offices covering the National Societies (NS), such as the West Coast Cluster established in Nigeria since 2013. Following a detailed assessment conducted by the Nigerian Red Cross Society (NRCS) and IFRC in Adamawa, Borno and Yobe states of Nigeria during February 2017, significant humanitarian needs were found among displaced persons and returnees. Most of the affected people interviewed reported food, NFI, shelter, livelihoods, education, health and WASH as their priority needs. Borno, Adamawa and Yobe States are the most directly affected by conflict and mass – forced – displacements, with Bauchi, Gombe and Taraba hosting some of the IDPs and returnees. Of the estimated 1.8 million IDPs, nearly 80 per cent of them live with host communities, placing a huge strain on infrastructure and resources in an already economically-deprived region. To address the needs resulting from the deteriorating humanitarian situation, economic instability and food insecurity, the IFRC developed an Emergency Plan of Action (EPoA) at the request of NRCS. The EPoA, issued on preliminary basis, is targeting to deliver assistance to 360,000 people – mostly IDPs and returnees – in the North-East states of Adamawa, Borno and Yobe. Specifically, the people to be assisted are in five Local Government Areas (LGAs) of Adamawa two LGAs of Borno and three LGAs of Yobe. Interventions will cover needs in food security, shelter (and NFI), livelihoods, water, sanitation, hygiene, community health services, psychosocial support and education as well as community risk reduction and National Society Capacity enhancement. The joint IFRC-NRCS EPoA is part of the International Appeal – budget extension – issued by the ICRC to address multiple needs caused by the complex crisis affecting millions in the Lake Chad region. Implementation of the EPoA is expected to be completed by end of 2018, with the first phase (with a budget of CHF 5 million, already secured) to be implemented between now and 31 December 2017. Cash transfers will be used as a modality across the different sectors of intervention, but predominantly in livelihoods. It is in this context that a Cash and Livelihoods Delegate is being sought.

Job Purpose

Under oversight of the Operations Manager and technical supervision of the Regional Food Security Advisor on livelihoods matters and guidance of the Cash Support for Food Security Crisis on the cash file, the Cash and Livelihoods Delegate will provide programme management support and technical expertise for cash and livelihoods interventions of the Nigeria Complex Crisis Operation (NCCO). S/he will deliver technical support to NRCS and manage the delivery of activities to achieve the operational objectives.

 Specifically, the purpose of this position is:

To lead IFRC support to NRCS in the effective implementation of NCCO, focusing on cash and livelihoods programming.

To ensure that delivery of the cash and livelihoods components of NCCO is timely, accountable and of quality.

To provide support of a general programmatic nature to the Operations Manager.

To represent IFRC in relevant coordination forums and keep the Operations Manager regularly informed on field developments.

In addition, the Delegate will guide NRCS in ensuring that the livelihoods component of the NCCO will incorporate disaster risk reduction practices and contribute to strengthening community resilience, guided by the IFRC Framework for Community Resilience.

Job Duties and Responsibilities

The Cash and Livelihoods Delegate will:

A/ Programme development and management

Contribute to programme planning, including design of appropriate interventions, targeting of geographical areas and people to be assisted by cash and livelihoods interventions in conjunction with NRCS and IFRC team members.

Promote and participate in assessments of livelihoods needs and practices in target communities to enable the NRCS and communities to identify and plan evidence-based livelihoods interventions that will contribute to enhancing community resilience.

Provide technical support to NRCS in terms of adapting the IFRC CTP relief SoP and RCM Toolkit to their local context.to improve the NS information system for beneficiary registration and programme management to enable cash at scale.

Support NSs to conduct cash feasibility and market assessment studies, assess and sign pre-agreements with cash deliver mechanisms with any service providers as part of response as well as preparedness to enable a scalable and rapid CTP based response to ensure efficient cash transfer programme

Support and advise NRCS to implement cash and livelihoods interventions, including putting in place robust work plans.

Undertake risk analysis related to the livelihood component and contribute to the development of mitigation measures.

Ensure that NCCO cash and livelihoods field activities are supported technically and operationally with all necessary resources.

Monitor the livelihoods budget of the NCCO as delegated by the Operations Manager.

B/ Programme monitoring, evaluation and reporting  

Support NRCS to ensure that minimum data collection, monitoring and evaluation processes are in place to measure the results and impact of programme interventions.

Monitor progress and quality of cash and livelihoods interventions of the NCCO by undertaking regular filed visits with NRCS counterparts and providing structured feedback in a way that can improve programme progress and impact.

Support NRCS in ensuring that activities incorporate community engagement and accountability principles.

Contribute to the IFRC reporting processes (standard and donor reporting) as requested by the Operations Manager.

C/ Technical support  

Provide general programmatic support and advice to NRCS, including on operational issues and coordination.

Provide quality technical support to NRCS in the entire livelihoods programme cycle.

Guide NRCS to ensure appropriate community participation in selection of project locations, activities and targeting criteria.

Support NRCS to ensure consistent application of minimum standard commitments to gender and diversity in the NCCO.

Guide NRCS to incorporate disaster risk reduction practices into livelihoods programming.

Support NRCS in developing/updating guidelines and standard operating procedures for CTP and livelihoods programming.

Support NRCS response operations in other parts of Nigeria in the event of a new disaster and crisis response operations.

D/ Capacity enhancement, knowledge sharing and peer-to-peer support

Facilitate relevant training, on-the-job coaching and mentoring to enhance the capacity of NRCS staff and volunteers.

Contribute to the establishment and maintenance of effective synergies between the NCCO and other NRCS programmes, including new disaster and crisis response operations.

Support the capture and dissemination of best practices and lessons learned.

Facilitate capacity building for the NRCS in CTP with awareness sessions, face to face trainings, simulations and learning by doing exercises and coaching in key areas such as the integrating cash feasibility and market assessment into existing assessment methodologies, developing the tools for CTP and livelihoods, and training.

Facilitate and where relevant together with the NRCS staff facilitate training on CTP basics, rapid market assessment (RAM), market assessment analysis (MAG).

Identify and promote opportunities for peer-to-peer support between Adamawa, Borno and Yola branches of NRCS.

E/ Coordination, cooperation, networking and partnership

Develop good coordination with the ICRC offices in Abuja, Adamawa, Borno and Yobe to ensure alignment and complementarity of the NCCO and ICRC interventions, as and where appropriate.

Coordinate with Partner National Societies interested in directly supporting NRCS cash and livelihoods interventions.

Participate in inter-agency coordination mechanisms, including Clusters and Government-led forums, in Abuja, Adamawa, Borno and Yobe, and liaise with external agencies involved in cash and livelihoods programming to ensure consistency of approaches.

F/ Organizational accountability

Ensure efficient and effective management of IFRC resources used in the project.

Ensure compliance with IFRC procedures, regulations and policies.

Ensure IFRC management is fully informed on any material developments which could affect the project and/or IFRC.

Education

Basic Delegates Training Course (BTC), WORC, IMPACT, PECT or equivalent knowledge – Preferred

Relevant university education or equivalent qualification in Cash and Livelihoods management or related field – Required

Qualification in development studies or a related area (e.g. livelihoods, food security, economics) – Required

Experience

3 + years demonstrated experience in delivering Cash and Livelihoods projects and knowledge transfer in Cash and Livelihoods experience – Required

3 + years’ experience in large complex Cash and Livelihoods operations – Required

3 years’ post-emergency project management experience – Required

3 years’ experience in working for a humanitarian aid organization at field level – Required

Be experienced in using with the current standards and guidelines for humanitarian emergency response- Required
