Background:

The Ethiopian Agricultural Transformation Institute (ATI), formerly known as the Agricultural Transformation Agency (ATA), is a strategy and delivery-oriented government institute created to help accelerate the growth and transformation of Ethiopia’s agriculture sector, which is a key contributor to the country’s GDP, exports, and workforce. The ATI’s work is centred on improving the livelihoods of smallholder farmers (SHFs) across the country for improved income, inclusiveness, resilience, and sustainability. The ATI works to transform the agriculture sector in Ethiopia by conducting policy and analytical studies, providing technical implementation support and capacity building, coordinating platforms to better integrate partners and projects and designing and directly leading several innovative/pilot interventions.

The Institute joins forces with various stakeholders, including policymakers, researchers, farmers, and development partners, to support the implementation of agricultural development programs and initiatives. In addition, the ATI collaborates with national and international partners to facilitate knowledge exchange and learning opportunities. The Institute plays a crucial role in generating and disseminating information to support evidence-based decision-making in Ethiopia’s agricultural sector.

Position Summary

The Stakeholder engagement advisor is responsible for supporting the planning and implementation of ATI’s communication strategies at regional and SATC levels. The role focuses on strengthening stakeholder engagement, promoting ATI interventions, facilitating market linkages, and ensuring effective information flow between four SATC operating regions and the Center.

The position holder will report to the Senior Director based in Hawassa.

Essential Duties

  • Collaborate closely with Directors and Project Officers to plan, align, and execute communication activities with internal and external stakeholders.
  • Analyze stakeholder interests, influence, and communication needs to recommend appropriate engagement approaches.
  • Build and maintain strong working relationships with key government stakeholders, including Regional Bureaus such as Agriculture, Trade and Industry, and Labor and skill across the regions.
  • Support the development of strategic partnerships that enhance ATI program visibility and impact.
  • Work with project teams to develop and disseminate information on agricultural products produced in the regions.
  • Facilitate linkages between producers, aggregators, processors, exporters, etc, .
  • Support initiatives that connect agricultural outputs (e.g., horticulture products such as banana, avocado, vegetables, etc, ..) to sustainable markets.
  • Engage with input suppliers, importers, wholesalers, and exporters to strengthen value chain communication and coordination.
  • Support the planning, coordination, and execution of stakeholder events, workshops, and field visits.
  • Ensure effective stakeholders’ engagement and visibility during events, including documentation and media engagement where applicable.
  • Perform additional duties as assigned by Senior Director in line with the role’s objectives
About You

Required qualifications, competencies, skills, training, and experience:

  • Minimum of MSc degree or PhD in plant science, agronomy, Agricultural Extension, Rural development and related field of studies. or related fields of study.
  • Minimum of 12 years of professional experience for master’s degree holders and 6 years for PhD holders in Agriculture or related fields, out of which 6 years should be in leadership and managerial positions.
  • Self-motivated, organized, team-player, capable of working under pressure to meet deadlines.
  • Demonstrated experience in organizing events and coordinating multi-stakeholder engagements.
  • Fluency in English and Amharic is required, with effective written and verbal communication skills.

Ethiopia is a country of natural contrasts, with waterfalls and volcanic hot spring, dry desert lands and rich fertile soil. Agriculture is the foundation of the Ethiopian economy. It contributes approximately 46 percent to the national GDP and employs over 80 percent of the population.

In 2009, Ethiopia was in the final year of its five year Plan for Accelerated and Sustained Development to End Poverty (PASDEP) and beginning to design its next five year plan – the first Growth and Transformation Plan (GTP). It had also begun a rapid growth period with major gains in its agriculture sector. In the midst of these development, the late Prime Minister Meles had a fortuitous meeting with Melinda Gates, Co-Chair of the Bill & Melinda Gates Foundation where he asked for the Foundation’s support in identifying an innovative way to catalyze not only the growth but of the transformation of Ethiopia’s agriculture sector.

This began a journey of nearly two years, where the Gates Foundation facilitated a process led by the Ministry of Agriculture that developed eight different diagnostic and a series of recommendations. The summary conclusions identified two key challenges to transforming Ethiopia’s agricultural sector:

  • Narrow approach to sectoral change – Many projects and programs have focused on selected aspects of the sector, leading to disconnected interventions that fail to address the root causes of low agricultural productivity. As such, many initiatives do not achieve the cohesion and integration required for success at scale. Furthermore, individual programs are frequently not adapted to local conditions in different regions.
  • Lack of implementation capacity – Many large-scale initiatives lack staff with the appropriate mindsets or skills needed at both the federal and regional level. Even projects that are well-designed and well-resourced often fail to meet all their objectives due to the lack of strong project management and systematic implementation.

Furthermore, this study identified learning’s from other rapid growth and transformation initiatives around the world and in other sectors within Ethiopia. Key to these efforts has been a dedicated unit with strong management and support from key government leaders that led a successful effort of transformative and sustainable change in a focused program area.

Based on these recommendations, in December 2010 the Council of Ministers in Ethiopia passed Regulation 198/2010 which established the Agricultural Transformation Agency (ATA) as the Secretariat of an Agricultural Transformation Council chaired by the Prime Minister.
