Brief and attractive description of the project/ unit

The regional programme Improving the Prevention of Female Genital Mutilation in the Horn of Africa (FGM Prev), funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), works in partnership with stakeholders in Ethiopia, Somalia, and Sudan to support the prevention and abandonment of FGM and other forms of gender-based violence (GBV). By strengthening the capacities of public institutions, civil society organizations, and communities, and fostering collaboration among them, the programme contributes to locally driven efforts to transform harmful social norms and prevent violence against women and girls.

In Ethiopia, FGM-Prev collaborates closely with the Ministry of Women and Social Affairs (MoWSA), the Bureaus of Women and Social Affairs (BoWSA) and other partners to support the implementation of the national roadmap to end FGM and child marriage. Through policy engagement, multisectoral coordination, dialogue initiatives and community-led action, the programme helps ensure that the rights and well-being of women and girls remain a political and social priority. Central to this work is the partnership with community-based, women and youth led organizations, whose efforts to challenge unequal power relations and patriarchal norms are critical to addressing the root causes of FGM, child marriage and other forms of GBV, and to fostering safer and more equitable communities

Responsibilities and Duties

  • Provide technical and organizational support to key partners in Somali Region, Ethiopia, incl. the Bureau of Women and Social Affairs (BoWSA), civil society organizations and international partners.
  • Strengthen collaboration and coordination among government institutions, civil society organizations and other programme stakeholders to enhance the effectiveness and sustainability of interventions.
  • Maintain effective working relationships with implementing partners, incl. civil society organizations supported through the Community Initiative Fund (COIN Fund) and Generation Dialogue initiatives, and provide technical guidance to ensure high-quality implementation and reporting.
  • Monitor project implementation and support partners in achieving operational targets and results indicators through regular follow-up, technical advice and field visits.
  • Support operational planning and M&E processes, incl. tracking progress against work plans and results indicators and contribute to the timely implementation of activities.
  • Organize and facilitate technical coordination meetings and maintain an overview of relevant stakeholder engagements, meetings and events in Somali Region.
  • Follow up on and ensure the quality of a pilot initiative supporting small-scale investments in schools and health centres as part of a broader prevention strategy.
  • Collaborate closely with technical component leads and programme staff based in Addis Ababa.
  • Facilitate exchange, alignment and technical coordination with other GIZ projects and relevant initiatives operating in the Somali Region, including cross-border cooperation with Somaliland.
  • Undertake additional tasks and responsibilities as required to support the effective implementation of programme activities and the achievement of project objectives
About You
  • A master’s degree in public health, Social Sciences, Gender Studies, Development Studies, International Relations, or a related field.
  • At least 5 years of progressively responsible experience in technical advisory roles, preferably in programmes addressing gender-based violence (GBV), female genital mutilation (FGM), harmful practices or public health in fragile settings.
  • At least 3 years of proven experience in programme coordination, stakeholder engagement and capacity development, incl. collaboration with government institutions, civil society organizations and community-based organizations.
  • Demonstrated experience working in Somali Region of Ethiopia, with a strong understanding of the local institutional, socio-cultural and operational context.
  • Skills to facilitate discussions, workshops, and dialogues, coupled with mediation abilities to manage disagreements and navigate sensitive issues.
  • Ability to assess social dynamics, identify underlying issues and develop strategies that address the root causes of tension.
  • Fluency in English and Somali is required.
  • Willingness to travel frequently to project sites.
  • High degree of initiative, integrity and accountability.
  • Good self-organization, strong interpersonal skills and results-orientation.
  • Ability to work structured and maintain the overview in a complex environment; ability to work independently and as part of a team; ability to work under time pressure; stress tolerance and with patience
