Resilience Analysis for the BMZ-TDA Programme in Sudan

World Relief Sudan (WRS) invites qualified individual consultants and consultancy firms to submit proposals for a comprehensive Resilience Analysis for the BMZ Transitional Development Assistance (TDA) programme in Sudan, in accordance with the Invitation to Bid and Terms of Reference.

One ITB package is available for this consultancy assignment.

Applications must be submitted as a clearly named electronic package with the subject line “Resilience Analysis for the BMZ-TDA Programme in Sudan” to [email protected]. Hard-copy submissions and submissions through other channels will not be considered.

Mandatory submission documents

  1. Technical proposal (maximum 15 pages) describing the methodology and a clear workplan.
  2. Updated CV(s) and academic credentials for the lead consultant and key personnel.
  3. At least three examples of relevant previous work.
  4. At least three traceable references from the last five years.
  5. Detailed financial proposal in USD, separating professional fees, logistics and applicable taxes.
  6. Legal registration, tax and banking documents, where applicable.
  7. A duly signed bidder declaration and copy of the Terms of Reference.

Evaluation

  • Experience and demonstrated record on comparable assignments – 30%.
  • Validation of technical capacity through oral interview – 30%.
  • Financial proposal and value for money – 40%.

Important conditions

  • Bidders must observe the highest ethical standards.
  • The cost of preparing and negotiating a proposal is not reimbursable.
  • World Relief is not obliged to award to the lowest-priced bidder and may cancel the process at any stage.
  • The selected consultant must comply with safeguarding, ethics, confidentiality and data-protection requirements.
  • No equipment will be provided; all costs must be included in the financial proposal.
