For more than 30 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on four priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.
Violence in the northeast of the country has caused massive displacement and at the same time restricted movement. It has disrupted food supplies, seriously hindered access to basic services, and limited agricultural activities. Since February 2016, as humanitarian access is increasing, extreme food insecurity and malnutrition conditions have been revealed in Borno state.
As of 3rd August, 1.82 million people are estimated to be displaced within/from of Borno state, from which 1.63 million actually stayed within the state. Most of them (more than 1.2m) are living in Maiduguri with the host community and others in formal and informal camps.
MdM has started since October 2016 an emergency response to this crisis, in the Borno state. In 2018, MdM strategy in Borno state will focus on improving access to:
1) Free comprehensive PHC services;
2) Quality nutrition treatment for malnourished children;
3) Mental health and psychosocial support;
4) Lifesaving medical care, holistic referral services for survivors of gender based violence.
TASKS AND RESPONSIBILITIES:
Under the direct supervision of the general coordinator, you guarantee that the medical activities implemented through the project are in line with MdM’s strategy, policies and principles. You are responsible of every medical aspect of the program.
More specifically, your responsibilities are to:
-Supervise the implementation of MdM’s activities, proactively monitoring the context and health response, subsequently sharing any proposition in case of context change
-Lead the development of the general strategy on medical activities with the general coordinator, HQ referent and the team
-React to any change by adapting the program if necessary and conduct rapid health assessments when requested
-Participate to the monitoring on a regular basis and set up corrective measures in case of need
-Supervise and provide support to the medical team
-Be responsible for ensuring the team capacity building
-Support and supervise the health programme coordinator
-Supervise the data base officer to ensure that all data from the field reaches in a timely manner
-Identify needs of medical staff, draft job profiles and validate recruitment from a technical point of view
-Conduct regular performance appraisals with directly supervised staff (quarterly basis)
-Ensure the timeliness and accuracy of the medical purchase process in close collaboration with the logistics coordinator
-Ensure the supervision of the pharmacy
-Participate to the different MdM meetings and to external medical meetings especially on health and nutrition Cluster
-Lead on liaison with the MoH authorities and with health actors
-Be responsible for the monitoring and evaluation of the medical programme
-Analyse the medical data received on a weekly basis and submit weekly reports
-Participate in the writing of donor’s activity reports and proposals
CONDITIONS OF EMPLOYMENT:

Duration : 6 to 9 months
Based in Maiduguri
Starting date: ASAP 2700 gross monthly salary on 13 months

Medical doctor, nurse or midwife diploma
Significant experience in public health and/or project coordination
Experience in humanitarian response
Experience in working within the cluster system

Reactivity, anticipation, adaptability
Excellent organizational skills
