Organizational Context:
Hope Enterprises (HEs) is a non-governmental and not-for-profit organization registered under the Charities and Societies Agency Law. It operates in Oromia, Amhara, SNNP, Gambella, Beneshangul-Gumuz regions and Addis Ababa. Its primary goal is addressing poverty and deprivation by caring for and training street children, orphans and children from low income families. It has seven schools, three vocational centers (TVET) and a College where over 6000 children and young adults are learning and being trained. Currently, Hope Enterprises would like to invite qualified and dynamic applicants for the position of Human Resource Manager.
Job Description
Purpose of the position
To provide strategic support in human resource functions through developing and implementing Human Resources strategic policies , procedures , systems and programs. . The position also supports the Executive Director ,Senior Management and broad management in developing leadership capacity furthering executive and professional development by ensuring that Human Resource Standards and organizational culture are in coherent to HOPE’s core values and principles .
Major Responsibilities
- Leadership Capacity Development and Strategic Partnering :
- Provide strategic advice to the senior management and broad management team to help them take well informed decision .
- Promote and create a team work , collaborative and integrated environment within the domain of HOPE Enterprises , 4
- Develop strong networks both internal and external where it is appropriate through effective communication and relationship
- In consultation with the Management team build Change Management Capacity at all levels
Staff Recruitment
- Undertake effective and appropriate staff recruitment, induction, and appraisal to newly recruited as well as old recruited staff.
- Ensure that staff recruitment is effected in line with the organization policy as well as the law of the land
- Arrange Exit Interviews for staff that resign and advise line management on the outcome of the exit interview .
Staff Administration
- Ensure that all staff information are properly kept, updated and confidentiality is maintained.
- Check regularly staff files to ensure that the following are well recorded: leave records, personnel record cards, personal files, monthly statistical reports, staff complement, staff turnover, absenteeism, sick leave etc…
- Coordinate the notification of decisions in case of change such as: transfer, appointment, promotion, salary increase etc…
Staff Development an Performance Management
- Devise training strategy for the Organization and devise also individual learning plans
- Identify Training and development needs within the organization through job analysis , appraisal schemes and regular consultation with key staff members ,
- Develop Training materials for in house courses.
- Manage the delivery of training and development programs
- Build the capacity of Human Resource team to deliver quality service to the organization
- Support Executives and Manager in measuring performance improvement.
- Ensure staff appraisal are carried out in a timely manner
- Support the Management team in developing succession plan for staff
Staff benefit
- Provide leadership to payroll and benefits administration, review of staff salaries and job grade,
- Provide oversight for the establishment of periodic review of salary scale
- Ensure follow up of tax payment in due time and in compliance
- Ensure also that other benefits , like staff promotion , staff live, transfer , are properly executed ,
- Ensure that compensation are made in line with the Organization and government policies
Risk Management
- Coach and advice on the local and general employees’ laws and regulation Ensure that all staff members are well aware of the Country’s labor law
- Ensure that grievance policy is in place and updated regularly
Job Requirements
Qualification required:
- Masters Degree/BA in Human Resources Management with 3 years for Master and 5 years for BA holder of relevant experience preferably in NGO
Technical Skills & Abilities:
- Computer skills
- Demonstrated ability in supervision
- Ability to maintain effective working relationships with all levels of staff and public
- Good communication skills in both English, Amharic
Working Environment
- Work environment: Office-based with frequent travel to the Branch Offices
Duty Station: HQ, Addis Ababa;
Reports to: Executive Director
