OVERALL RESPONSIBILITIES
The M&L Specialist will serve as focal point for UI-FHS project data documentation, monitoring and learning activities guided by ME&L Advisor. The M&L Specialistregularly supports regional staffs in the process of project’s data management and active use of data on a routine basis. The M&L Specialist also collects regional/zonal/woreda data, gives feedback, enters and updates data into project databases; follows the day-to-day management of project monitoring data; supports the collection of primarysurvey data including data entry and cleaning; compiles and documents secondary data from other sources in Ethiopia, and performs quantitative and qualitative data analysis of any of the types of data mentioned above. The position is based in Addis with up to 40% field travel. Strong Excel skills are required.
SPECIFIC RESPONSIBILITIES
M and E Plan Development, Implementation and Revision:
Follows the implementation of the M and E activities according to designed plan. Supports the ME&L advisor to orient/provide ongoing support to project staff on the M&E plan.
Database designing and RED Categorization Spreadsheet management
- Contribute the design of excel based databases for data collection and analysis Supports regional staff in the use of RED categorization databases and assists them in customizing the sheet for new woredas.
- Supports Regional Health Bureaus (RHBs) by customizing and adding additional antigens in the standardized project categorization database and orienting them on how they can use the tool.
Data and Report Collection:
- Collect the routine UI-FHS’s reports from field staffs including Situational Analysis narratives and DQS reports, secondary coverage data, monthly and quarterly reports, Lot Quality Assurance Sampling (LQAS) and training reports.
- Supports pre-data collection preparation and data collection process when Situational Analysis and Case studies or Operational Researches conducted.
Data Cleaning, Quality assurance, Feedback provision and Entry:
- After collecting the required deliverables, the M and L specialist clean, review the reported data and provide feedback for the field staffs.
- Enter the collected data in the respective databases keeping its quality and put in archives.
- Respond to queries that may be made by technical team wishing to evaluate the quality of services being provided
- Perform regular checks of data quality
- Develop and maintain back-up systems for all data
Data Analysis, Report write-up, and sharing:
- Assist ME&L Advisor in analyzing and reviewing data and documentation from project data, operational studies and assessments
- Supports in the write-up of quarter, semi-annual, and annual reports for FMOH and BMGF.
- Prepare tables, graphs, reports and visual presentations based on the data analysis for presentation to internal and external audiences and remain abreast on data visualization techniques that may benefit more active use of data
- Document and share project activities, lessons learned and best experiences.
Other Tasks:
- Work with other project’s team in reviewing project implementation materials
- Work in harmony with UI-FHS projectteam for cross-learning and knowledge sharing in terms of monitoring and evaluation.

Job Requirements
Required Qualification
- BSc. Degree in health informatics, computer science, statistics, demography, and related fields
- Excel skills required. Illustrative skills include: Formatting cells and conditional formatting; producing pivot tables; generating charts in excel; setting up data protection and validation; advanced use of filters and formulae and other data manipulation functions to increase speed of data entry and cleaning of primary data.
- Experience with conducting, analyzing and writing up of qualitative data
- Three to six years of work experience in the M&E and research of international health and development programs.
- Familiarity with how to collect project monitoring data, and preferably some experience working with secondary data from the Ministry of Health, Woreda Health Offices or other state health organizations.
- Ability to work comfortably with statistical software for data analysis (either SPSS, Epi INFO , STATA and CSPro) preferred.
- Experience with conducting, analyzing and writing up qualitative data.
- Detail oriented, with good time management skills.
- Fluent English and Amharic language written and spoken communications skills. Strong ability to synthesize, analyze, and write in English.
- Familiarity with quality improvement approaches is a plus.
- Familiarity with primary health care and the Ethiopian health system
- Ability to travel up to 40% of the time to regions/zones/Woredas
