WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
ORGANIZATIONAL CONTEXT
This position is located in WFP Ethiopia country office based in Addis Ababa, under the direct supervision of the Logistics Officer (Head of Funds Management and Commodity Accounting section) and under the overall supervision of the Sr. Logistics Officer (Head of Supply Chain unit).
JOB PURPOSE
To ensure LTSH Funds budgeted and appropriately utilized; service providers paid timely for services rendered; achievable performed with minimal supervision with purpose of fulfilling WFP’s mission in Ethiopia
ACCOUNTABILITIES:
- Keep up to date on Logistics operations activities and ensure necessary steps are taken to ensure funds are properly budgeted.
- Monitor Logistics related expenditures and avail appropriate funds to concerned spending unit.
- Prepare and submit draft LTSH Matrix revisions as and when required.
- Advise staff on best practices and provide regular guidance and training to staff.
- Monitor Logistics activities and liaise with spending units and Management on issues that need a unified, efficient and timely response from a funding perspective.
- Supervise invoice processing section and ensure timely payment is made to Logistics Service Providers.
- Troubleshoot technical issues that arise at SO/CO level in relation to challenges faced during invoice processing.
- Prepare regular high level reports that highlight concerns and allow for timely corrective intervention by Management.
- Provide specialized support to logistics operations and activities, following standard processes and contributing, directly or indirectly, to the effective delivery of food assistance to beneficiaries.
- Manage complex operational issues and provide solutions or recommendations related to all assistance modalities, using initiative and following processes, to ensure the provision of timely resolutions with excellent client service mind-set.
- Support oversight for commodity accounting data quality and integrity
- Manage and coordinate a full range of documentation processing for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to address issues and recommend improvements in processes.
- Manage a team(s) of staff providing technical advice, coaching, guidance and training, to ensure individual and team objectives are delivered to agreed standards and deadlines for all assistance modalities
- Perform other related duties as required by direct supervisor or Logistics Management.
CRITICAL SUCCESS FACTORS:
- In addition to strong technical knowhow of corporate systems such as LESS/WINGS, having strong interpersonal skills, ethics and the ability to communicate moderately complex matters clearly and concisely; ability to plan and perform detailed work, work of a confidential nature and/or to handle a large volume of work possibly under time constraints.\
Job Requirements
STANDARD MINIMUM ACADEMIC QUALIFICATIONS:
Education: Completion of secondary school education. A post-secondary certificate in logistics, finance or related functional area.
Experience: Seven or more years of relevant progressively responsible experience in Logistics, Finance or related area.
Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:
- Experience coordinating with transportation providers and third parties.
- Experience leading a team of national staff.
- Experience assisting in project management.
- Experience in preparing and managing budgets.
