With support from the government of Angola and international donors such as USAID and various private foundations, PSI/Angola has worked in Angola for almost 20 years. We have implemented social marketing, social franchising and behavior change communication to deliver prevention and treatment products and services across a wide range of health areas including HIV/AIDS, family planning, malaria, and water-borne diseases.
We are looking for an experienced Deputy Chief of Party who will c0-lead the implementation of USAID – funded Health for All Project (HFA). The goal of HFA is to deliver a package of health interventions that cover Malaria (Results 1 and 2), HIV/AIDS (Result 3), Family Planning / Reproductive Health (Result 4) and Health Systems Strengthening (Result 5), in selected municipalities and provinces throughout the country, reaching the most vulnerable citizens of Angola. The Deputy Chief of Party will work closely with the Chief of Party for the USAID project, to ensure successful implementation and effective management of HFA.
The Deputy Chief of Party will provide capacity building, technical guidance and regular support to project staff, and will be a key collaborator with the Ministry of Health, USAID and implementing partners.

Responsibilities
Your contribution
- Manage a team of technical advisors with different areas of expertise, ensuring they get the support needed for improving the quality of programming, meeting deliverables and building capacity, as required.
- Manage donor requirements for program implementation, including budgets, and ensure project deliverables are achieved.
- Ensure reports submitted to donors, government and other stakeholders are accurate, complete and on time.
- Coordinate with PSI headquarters to ensure that program and reporting activities follow best practices.
- Coordinate with other departments including Communications, Field Operations and M&E to ensure timely and effective program implementation.
- Contribute to the development and implementation of the organizational strategic plan and participate proactively as part of platform’s senior management team.
- Develop and maintain strong relations with key stakeholders including government, donors, and partners and attend relevant technical working groups, conferences etc. as required.
- Strengthen the capacity of and transfer skills to local staff to independently implement, manage and improve business practice and technical services.
- Responsible for managing the human resources within the team including recruitment, development and supervision
- Act as Chief of Party during his absence.Qualifications

The basics
- You have advanced degree in public health, Business Administration or related field
- You have 10 years of experience in implementing donor-funded programs
- You have at least 5 years in a managerial position such as Deputy Chief of Party or equivalent position
- You have technical expertise in malaria, particularly in malaria case management, supportive supervision to improve quality of service delivery, and iCCM.
- You have skills in programmatic and financial management of large donor funded programs, preferably in the area of Malaria or Family Planning
- You have experience overseeing sub-awards to implementing partners
- You have experience working in a developing country in a high-paced environment
- You have a proven record of excellent management, leadership, decision-making and interpersonal skills
- You have ability to represent PSI at the highest levels of government and partner organizations
- You have written and spoken proficiency in English and proficiency in Portuguese or Spanish
- References will be required.
- The successful candidate will be required to pass a background check.
