Team Leader Emergency Response

Duty station: Chimoio, Mozambique

Starting date: ASAP

Duration: 4months, renewable

Reporting line: The team leader reports to the Solidar Country Coordinator

Background

Cyclone Idai killed hundreds of people and left widespread flooding in Mozambique. Solidar Suisse has been implementing development projects in the affected provinces for many years. Solidar Suisse is currently assessing the humanitarian situation and planning the emergency response. Thematic focus will be on WASH and basic assistance.

Purpose

In order to reinforce our existing team, we look for a senior humanitarian aid professional to lead the emergency response team. He/she will be responsible and accountable for developing, coordinating and managing all emergency activities.

Responsibilities and key tasks

· Leadership and Staff Management: Lead Solidar’s emergency team by providing leadership, guidance, and supervision. Ensure emergency personnel understand and carry out their duties in accordance with humanitarian principles, core humanitarian standards, and the Code of Conduct.

· Assessment & Project Design: Coordinate assessments and lead the development of relief project plans and budgets within the framework of the agreed emergency response strategy. Contribute to the development of project proposals.

· Emergency Project Management and Implementation: Guide the emergency team in development and implementation of activity plans. Monitor the overall humanitarian context and adjust activities accordingly. Ensure adequate monitoring procedures are in place for all emergency response activities. Ensure compliance with quality standards and donor regulations.

· Program Support: Ensure with the logistics officer the establishment of a functional procurement system and appropriate establishment of all logistics infrastructure (warehousing / transport / distribution) and associated operating & monitoring systems. Review the staffing structure and recommend changes with a view to its effectiveness in the emergency context.

· Representation: Ensure effective coordination within the interagency coordination system, in close coordination with the Solidar Country Coordinator. Establish and maintain constructive working relationships with other NGO’s, UN agencies, host government, and other stakeholders.

Requirements

· Minimum of 5 years of relevant experience in managing humanitarian assistance for an NGO.

· Strong understanding of the humanitarian operating context and the humanitarian system.

· Significant experience in WASH and emergency distributions / cash transfer programming

· Knowledge of the context in Southern Africa / Mozambique

· Strong analytical and strategic planning skills.

· Ability to lead a team under difficult circumstances

· Strong communication, reporting and negotiation skills; proficiency in written English.

Duration and starting date

We look for a candidate who is able to start ASAP, with contract duration of 4 months, renewable.
