Junior Expert on Industrial Policy and Economic Transformation

Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development dedicated to shaping a future worth living around the world. As a public-benefit federal enterprise, GIZ supports the German Government – in particular the Federal Ministry for Economic Cooperation and Development (BMZ) – and many public and private sector clients in achieving their objectives in international cooperation in around 120 countries.

Since 2004, GIZ has been a reliable and trusted partner of the African Union (AU) to enhance inclusive growth and sustainable development on the African continent in line with the AU’s Agenda 2063: The Africa We Want. With more than 200 staff, GIZ African Union cooperates with the AU Commission, as well as the AU’s specialised institutions and agencies, such as the Development Agency AUDA-NEPAD, at continental, regional and national level in more than 35 member states. Key areas of engagement include Peacebuilding and Conflict Prevention, Governance and Migration, Sustainable Economic Growth and Employment, as well as Health and Social Development.

The GIZ African Union Office headquartered in Addis Ababa, Ethiopia, with further staff based in South Africa, Ghana and Germany provides services and support in the areas of procurement, financial management, events and travel, human resources, internal operations, communication and portfolio management to all GIZ programmes and projects that are implemented in partnership with the African Union.

Africa’s vision of industrialization-oriented development took shape during the 10th Ordinary Session of the Assembly of Heads of State, and Government of the AU held in Addis Ababa, Ethiopia, in January 2008 with the adoption of the Action Plan for Accelerated Industrial Development of Africa (AIDA). The Session reiterated that Africa would need to take advantage of new opportunities offered by the globalization of industrial production in order to move towards prosperity. The experience of newly industrializing countries especially in Asia, provide ample evidence of the strong skills between industrialization, economic growth and prosperity. It is the rapidly industrializing countries that are benefiting from the fruits of globalization and making progress towards growth and job creation.

In this regard, the 17th Extraordinary Assembly of AU Heads of State and Government on Industrialization and Economic Diversification was held on 25th November 2022, which provided a platform for high-level discussions and commitments in the pursuit of an inclusive, sustainable and coherent industrialization agenda for Africa. The Summit acknowledged and renewed commitments and the need to implement a number of African Union and international frameworks including the Agreement Establishing the African Continental Free Trade Area (AfCFTA); Industrial Development Decades for Africa (IDDA) I, II and III; the Strategy for the Implementation of the Plan of Action for Accelerated Industrial Development of Africa (AIDA); the Small and Medium Enterprises Strategy (SMEs), and the establishment of the African Industry Observatory as well as the African Manufacturing Institute (AMI).

The African Continental Free Trade Area (AfCFTA) is one of the flagship projects of the African Union Agenda 2063 and is expected to be a key driver for Africa to realise continental structural transformation and industrialisation, as envisaged in the AU Agenda 2063’s shared roadmap for inclusive and sustainable growth for Africa.

GIZ, on behalf of the German government, supports the AfCFTA through the GIZ Support project to the AfCFTA (GIZ AfCFTA). GIZ AfCFTA also supports the AU Commission (AUC) Department of Economic development, Trade, Tourism, Industry and Minerals (ETTIM).

It is in the above context that the GIZ project “Support Programme to the African Continental Free Trade Area (AfCFTA) seeks the services of a junior consultant for industrial policy and economic transformation to support the African Union Department of Economic Development, Trade, Tourism Industry, and Minerals (ETTIM) and to facilitate and provide technical assistance for the implementation of core industrialization initiatives at the continental level.

Number of workdays: 180

Period of assignment: From 14th August 2023 until 31st July 2024

Required qualifications of the candidate

  • 2.1.1 Educational qualification required: Advanced Degree in Business/ Management, Economics, or International Relations
  • 2.1.2 Language: English language skills, C2 in the Common European Framework of Reference for Languages (5/10 points) and one other African Union working language (French, Arabic or Portuguese), C2 of the Common European Framework of Reference for Languages (5/10).
  • 2.1.3 General professional experience: 3 years’ relevant work experience
  • 2.1.4 Specific professional experience/ knowledge:
    1. Experience in industrial development projects at the continental level, e.g. with the African Union Commission. (5/10)
    2. Experience in formulation and implementation of sectoral projects/programs related to economic/ industrial development and /or resource mobilization for economic development with continental stakeholder. (3/10)
    3. Experience in facilitating and providing liaison services to public and private sector stakeholders for implementing developmental projects. (2/10)
  • 2.1.5 Leadership: not applicable.
  • 2.1.6 Regional experience: at least 2 years’ relevant work experience at the continental level
  • 2.1.7 Development cooperation experience: not applicable
