The epidemiological context in Africa is characterised by ongoing outbreaks of new and recurrent infectious diseases with epidemic potential. The global pandemic of the novel coronavirus SARS-CoV-2 played a major role in exacerbating the epidemiological situation in the African Union (AU) member states. With the founding of Africa Centres for Disease Control and Prevention (CDC) in 2017 Africa CDC as an autonomous health institution of the AU and the subsequent founding of the five related Regional Collaborating Centres (RCCs), health has acquired a high political profile in the AU. As a young institution still in the process of being set up, Africa CDC is faced with high demands in combating health threats on the continent; at the same time, over the past six years, Africa CDC has fostered trust and confidence across the continent, especially during the COVID-19 pandemic.
The German Federal Ministry of Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH with the project “Strengthening Crisis and Pandemic Response in Africa” (SCPRA). The project aims to enhance the resilience of the Africa CDC by strengthening organisational development and project management capacity as well as partnership management.
The implementing partner of the project is the Africa CDC. “Strengthening Crisis and Pandemic Response in Africa” has two outputs.
Output 1: Organisational development and project management capacity at Africa CDC has been strengthened.
Output 2: Partnership management at Africa CDC has been strengthened.
A key element to maintain and enhance the ability of Africa CDC to fulfil its mission is securing stakeholder buy-in and public support to public health policies and initiatives by effectively communicating activities and disseminating information. Communication is also critical to keeping a good relationship with partners. In general, effective communication, both internal and external, is critical to any project success, also the SCPRA project.
Summary of work packages to be performed under this contract:
- Design and development of the layout for the Africa CDC Youth Engagement
- Layout support to Africa CDC’s Communication Strategies
- Communication and design support to the AU COVID-19 Vaccination Bingwa Initative
- Support the SCPRA project’s development and production of digital and print communication materials.

Period of assignment: 14 August 2023 until 31 July 2024 for up to 70 Working Days. The Consultant will be based at the Addis Ababa, Ethiopia.
Qualifications of lead consultant
- Education/training (2.1.1): University degree in Media and Communications, Digital Communications, Computer Sciences, Public Relations, Graphics Design, or proven track experience in developing communication strategies and digital products.
- Language (2.1.2): C1-level language proficiencyin English.
- General professional experience (2.1.3): 5 years of professional experience in developing and implementing communications in the development sector.
- Specific professional experience (2.1.4): 3 years of professional experience in digital communication and social media. Experience in health communication at an international level in developing countries context is an advantage.
- Leadership/management experience (2.1.5): – not applicable –
- Regional experience (2.1.6): 3 years of experience in projects in Africa of which 2 years of experience in working with the AU and/or Africa CDC in communication and targeting youth audience is compulsory (exclusion criterion).
- Development Cooperation (DC) experience (2.1.7): Demonstrated experiences in working with international organisations, like GIZ or UN organisations, is mandatory (exclusion criterion).
