  1. Strengthening Crisis and Pandemic Response in Africa Project
  2. The technical cooperation module project Strengthening Crisis and Pandemic Response in Africa (Support for Africa CDC) was commissioned by the Federal Ministry for Economic Cooperation and Development (BMZ) in December 2021. The overall objective of the project is to ‘strengthen the resilience of Africa CDC and related continental health institutions’, in line with the Agenda 2063 goal on achieving a safer, healthier, integrated and prosperous Africa, in which Member States can efficiently prevent disease transmission, implement surveillance and detection, and prepare to respond effectively to health threats and outbreaks.

Context

The African Union, thorough various agencies, including the Africa CDC and the AfCFTA has instrumentalized and focused its efforts on supporting and accelerating the African medical manufacturing sector (Vaccine, Pharmaceutical and Diagnostics and others health products).

  1. Africa CDC’s Partnerships for African Vaccine Manufacturing (PAVM) was established in 2021 to expand vaccine manufacturing on the continent so that Africa produces 60% of its vaccine needs by 2040. In 2024, the mandate of PAVM was expanded to include pharmaceutics, diagnostics and other health products under the Platform for Harmonized African Health Products Manufacturing (PHAHM). The goal is to enable the Africa pharmaceutical manufacturing industry to increase its capacity to meet local demand. To this end, PHAHM seeks to support partnerships in the creation of an end to end ecosystem and environment fully conducive to the emergence of a thriving private sector manufacturing base.
  2. PHAHM has identified relevant enablers and shortcomings within this environment across the continent, and to address these, main workstreams include regulatory strengthening, market design and demand certainty, access to finance, tech and IP, infrastructure, Research &Development hubs, and talent development. Within each of these enabler categories, several activities have been outlined by PHAHM.
  3. Regarding the workstream of market design and demand certainty, trade facilitation, pooled procurement and industrial policies are key factors to develop and support an enabling and sustainable environment and business development of the African pharmaceutical manufacturing sector. Creating such policies requires strong coordination and a strategic approach between Africa CDC and the AfCFTA across various policy issues, such as pandemic preparedness and trade.

To support the Africa CDC PHAHM and the AfCFTA secretariat, a consultant is desired, based on the following broad objectives. The objectives are to benefit the PHAHM and AfCFTA secretariats in their efforts to strengthen intra-Arican trade of pharmaceutical products manufactured in Africa, focussing on inter-agency cooperation, trade policies, and pooled procurement. The consultant will moreover support the Africa CDC PHAHM with general advisory services on the development and implementation of the therapeutics and diagnostics plan of action, aiming at implementing the AU Assembly’s decision on the expansion of PHAHM’s mandate.

Summary of tasks to be performed under this contract:

Work package 1: Support to the cooperation between Africa CDC and AfCFTA, advisory on trade of pharmaceuticals

  • Strategic and overall advisory services to Africa CDC’s PHAHM and SG AfCFTA, broadly on manufacturing and trade of pharmaceuticals, and on the impact of implementation Africa CDC and AfCFTA programmes and initiatives in relation to pharmaceutical manufacturing including the implementation of the Africa CDC-AfCFTA framework for collaboration and it’s workplan.
  • Improve synergies and coordination among actors (especially Africa CDC, AfCFTA, RECs, manufacturers and Member States) within the nexus of pharmaceutical manufacturing and trade in Africa, including pooled procurement and regulatory issues.
  • Support analysis and strategy, institutional strategies, collaboration, and opportunities for strengthening these partnerships to benefit of Africa CDC and AfCFTA in the realm of pharmaceutical manufacturing, trade and pooled procurement.
  • Support Africa CDC and AfCFTA engagement, positioning, and approach towards stakeholders within African Union, Member States, RECs and private sector in relation to pharmaceutical manufacturing.

Work package 2: Support to Africa CDC through advisory on local manufacturing of therapeutics and diagnostics

  • Advise Africa CDC in the development and implementation of a therapeutics and diagnostics manufacturing plan of action.
  • Advise and consult on issues related to processes, strategies, and politics in relation to global health politics, especially G20 and multilateral negotiation processes relevant for pharmaceutical manufacturing and how these impact Africa.
  • Any other strategic tasks as may be assigned.

Qualifications of the key expert

  • Education/training (2.1.1): degree in Business Administration or Health Science (Pharmacy, Medicine, Nurse, Food Sciences, Veterinary) or Social Sciences with additional qualifications in trade or healthcare financing
    • Language (2.1.2): C1-level language proficiencyin English
  • General professional experience (2.1.3):
    • 3 reference projects in the area of health products manufacturing/ health innovation in low- and middle-income countries
    • 5 years’ experience in projects with the African Union
    • 10 years’ experience in public health projects
    • Specific professional experience (2.1.4):
    • 3 years of specific experiences in pharmaceutical manufacturing.
    • Demonstrated familiarity with issues related to trade and market shaping in pharmaceutical manufacturing.
    • Experience in providing advisory services at senior political levels at Africa CDC or another AU institution (exclusion criteria).
    • Regional experience (2.1.6): 10 years of experience in working with Africa-focused/ based institutions and understanding the political and social climates on the continent is required.
    • Development cooperation (DC) experience (2.1.7): Strong knowledge of the public health needs, priorities, and landscape in pharmaceutical manufacturing on the African continent.
    • Other (2.1.8): Demonstrated ability to effectively communicate scientific and technical information clearly and concisely, particularly in writing.
    • Strong analytical skills and the ability to develop evidence-based recommendations for trade and pharmaceutical manufacturing in Africa for Africa CDC and AfCFTA
    • Excellent communication and interpersonal skills to work with stakeholders at various levels.
