Mission :

Under the supervision of the Country Representative, the Head of Finance and Human Ressources Department will T ensure a sound, fair and transparent Finance and HR management by providing accounting, financial and HR management consistent with the ACF financial and HR/legal management framework. He/she also will Coordinate its implementation at all bases in order to provide the best possible support to programmes.
More precisely, you will be responsible to the following missions:
Lead the definition / update of mission’s HR and finance strategy.
Contribute to proposals with budget and other HR and Finance inputs.
Ensure quality of financial controls including accountancy, cash management, financial and budgetary management.
Ensure quality recruitment process, contract management and retention efforts aligned with mission planning.
Ensure application of fair and transparent procedures for recruitment.
Ensure staff records, including performance appraisal data, are maintained and in accordance with confidentiality requirements.
Identify, prevent and manage departmental risks (including fraud, corruption and other misconduct issues).
Oversee financial and HR strategy for partnership management participating in the process of selecting partners and validating the financial and HR risk analysis provided by the bases.
Manage the Finance and HR team (direct management of 1 Finance Officer and 1 HR Manager) in the coordination office and be Technical/Support Manager of Finance and HR teams in the bases.
Identifying training needs and provides them when possible.

Profile :

You hold a Master degree or equivalent in finance, accounting, business administration, or other relevant subject and minimum 5 years of experience in the field,
A minimum 3 years of experience in Human Resources preferably in context of INGOs, experience including recruitment, administrative employee follow up, training and career follow up and development is a plus.
You have a strong accounting skills and experience, including management of the general ledger, journal entries, payroll, payables and balance sheet.
You have an ability to translate technical financial data into informative reports.
You have demonstrated experience and skills with budget preparation and analysis, financial reporting preparation and presentation and the proven ability to translate technical financial data into informative reports.
The english speaking is mandatory. French and arabic speaking are preferable.

Conditions d’emploi

6 months contract under French legislation
Starting Date:03/06/2024
Monthly gross salary from 2597euros to 2968euros upon experience.
Per diem and living allowance: 530 Euros net, field paid.
Monthly country allowance: 450 Euros.
16% of monthly gross salary as reimbursement of retirement insurance for non-French citizen
Child allowance, 1500euros/year/child (capped to 6000euros).
Coverage of transportation costs to and in the mission100% coverage of health contributions (social security + private insurance) and repatriation insurance.
25 days of paid leaves per year.
20 RnR per year. + 215 euros at each RnR period.
