The American Bar Association Rule of Law Initiative (ABA ROLI) is a non-profit organization that implements legal reform programs. ABA ROLI has worked for over 25 years in more than 100 countries to promote the rule of law, advance human rights, strengthen judicial institutions, support legal professionals, and advance understanding of the law and rights of citizens by the public. To this end, ABA ROLI has established partnerships with a wide range of actors, including institutions in the justice sector (judges, prosecutors, public defense offices, mediation offices and national human rights institutions, investigators, and police), civil society organizations, bar associations, legal aid organizations, and lawyers, among others.

ABA ROLI’s work in Africa spans a variety of programming around the rule of law, access to justice, atrocity prevention as well as human rights protection and promotion. Its programs focus on institutional strengthening, enhancing legal service delivery, capacity building and the provision of technical and financial assistance to local partners. ABA ROLI’s Africa Division has country offices across the continent including in Benin, Burkina Faso, Central African Republic, Democratic Republic of Congo, Gambia, Liberia, Niger, South Africa, Sudan and Uganda
The candidate will be supporting the CAR programs that ABA ROLI implements in country. The individual will work in a team environment, coordinating with multiple stakeholders and headquarters staff to ensure successful implementation of all program activities.
Position Summary:

Under the supervision of the Country Representative, the Field Financial Manager will work with ABA ROLI program and finance teams in CAR as well as Washington, DC. The individual provides financial management of the field office and all programs in the assigned portfolio to ensure compliance with donor and ABA ROLI policies and procedures. The individual serves as the principal financial advisor and is responsible for handling office funds, bank accounts, and petty cash. The FFM works to oversee personnel management and ensure compliance with local labor laws.

Duties and Responsibilities:
The general tasks of this post include, but are not limited to, the following:
• Ensures financial compliance with ABA ROLI and donor requirements.
• Administers procurement standards as established by ABA ROLI and applicable donors; manages relationships with vendors and services providers to ensure adequate competition, receipts, and invoicing; ensures timely payment to vendors in compliance with ABA ROLI policies and procedures.
• Reviews monthly field office expense reports, financial reports, cash forecasts, staff payroll and tax payments; conducts monthly cash counts, bank reconciliations, and reconciliations of ABA ROLI petty funds.
• Reviews and ensures compliance check of all payment transactions before their recording in Chrome River
• Reviews detailed monthly expense reports in English, using Chrome River software.
• Maintains the office cash and bank accounts, reviews, and approves monthly bank and cash reconciliations.
• Oversees provision of capacity building of sub grantees on their financial management.
• Oversees compliance review of sub grantees’ financial reports.
• Reviews timesheet and staff leave, staff рауroll, and lосаl tax payments and interfaces with local council as needed.
• Trains resident staff as needed on finance-related issues, and any policies and procedures necessary to ensure smooth and compliant financial operations.
• Prepares and coordinates with DC-based staff on finance-related questions, including assistance in budget preparation, spending and projection analysis, and liaising with DC-based finance staff on key financial matters.
• Support the Country Representative and program team to make sure activities remain in line with project budgets
• Responsible for maintenance of all hard and e-copies of program files.
• Serves as supervisor for the CAR Finance Assistant(s).
• Other duties as assigned.

Qualifications:
• A University Bachelor’s degree in accounting, management & administration, commerce or finance;
• At least 7 years of experience in accounting, three of which as a financial manager with supervisory responsibilities.
• Experience working with foreign donors, preferably US government-funded projects.
• Experience with general auditing principles and standards, internal controls, procurement regulations, forecasting and budgeting, local labor law, and supervision.
• Excellent skills in accounting software, Excel, and Word.
• Fluent French, and English language required.

The American Bar Association (ABA), founded August 21, 1878, is a voluntary bar association of lawyers and law students, which is not specific to any jurisdiction in the United States. The ABA's most important stated activities are the setting of academic standards for law schools, and the formulation of model ethical codes related to the legal profession.

The ABA has 410,000 members. Its national headquarters are in Chicago, Illinois; it also maintains a significant branch office in Washington, D.C.

The ABA was founded on August 21, 1878, in Saratoga Springs, New York, by 75 lawyers from 20 states and the District of Columbia. According to the ABA website,

"The legal profession as we know it today barely existed at that time. Lawyers were generally sole practitioners who trained under a system of apprenticeship. There was no national code of ethics; there was no national organization to serve as a forum for discussion of the increasingly intricate issues involved in legal practice."

The purpose of the original organization, as set forth in its first constitution, was "the advancement of the science of jurisprudence, the promotion of the administration of justice and a uniformity of legislation throughout the country...."

In 1918 the first women were admitted to the ABA – Judge Mary Belle Grossman of Cleveland and Mary Florence Lathrop of Denver.

The ABA did not allow African-Americans to join until 1943.

Roberta Cooper Ramo was the first female President of the ABA from 1995–1996.

In 2016 ABA introduced a new ethics rule prohibiting attorneys from using sexist, racist and condescending terms.
