1. Background

About Caritas Marsabit: Caritas Marsabit is a development organization committed to promoting social justice and improving the well-being of the community in Marsabit County. Our eye health program aims to provide comprehensive eye care services, including eye examinations, treatment, and surgery, to the most marginalized populations in Marsabit County. We focus on restoring sight and improving quality of life.

2. About the LoVE Project (Low Vision Empowerment Project)

In Kenya, approximately 7.5 million people need eye health services, including cataract surgery, treatment for diabetic eye complications, refractive errors, trachoma, and other eye conditions. Only 21.3% (1.6 million) access these services from public and private facilities. Caritas Marsabit, with support from CBM Global Disability Inclusion, is implementing a 3-year project called the LoVE Project—Low Vision Empowerment Project—in Marsabit County. The project aims to enhance eye health services in the county by improving accessibility, strengthening the referral system, and building robust infrastructure for eye health services.

The proposed project in Marsabit County is dedicated to addressing the needs of Persons with Low Vision (PLV) through comprehensive measures. The initiative envisions conducting eye screening and assessments in schools and villages to determine the prevalence of low vision cases, with a focus on providing low vision equipment, treatment, and empowerment opportunities for economic prosperity and participation in decision-making processes.

3. Consultancy Rationale

The National Eye Health Strategy 2020-2025 emphasizes an inclusive, integrated, and people-centered low vision eye care process. Despite available services, barriers like physical inaccessibility, lack of communication tools, and absence of sign language services prevent equal access. Persons with disabilities, in particular those with low vision, face significant challenges in accessing eye health services offered by county and private facilities. The accessibility audit aims to document baseline data and identify necessary adjustments to remove barriers, making eye health services accessible to all.

Caritas Marsabit seeks to engage an external consultant to assess barriers to accessibility in eye health services for persons with disabilities in the LoVE Project’s target facilities in Marsabit County.

The assessment will be carried out in the following eye health facilities:

  1. Marsabit County Referral Hospital
  2. Moyale Sub-County Hospital
  3. Laisamis Sub-County Hospital
  4. Kalacha Level 4 Hospital
  5. Caritas Marsabit head Office (Office and Secretariat)

The estimated work will take a maximum of 18 days (including 2 days of training for inclusive audit teams, 2 days for each facility audit and report drafting, 3 days for draft submission, and 3 days for final report submission).

4. Scope of the Audit

The audit will cover physical barriers, sign language services, signage, information accessibility, and data collection on disability. The report should detail findings, recommendations, and estimated costs for each facility. Additional areas include office and premises accessibility, ICT, inclusive procurement processes, training and capacity development, non-discrimination and equality, and meeting and event accessibility.

Specific Objectives:

  • Conduct an accessibility audit of eye health facilities in Marsabit County.
  • Review the inclusivity and accessibility of policies and practices supporting eye health service delivery in these facilities to ensure they are ready for inclusive, accessible services.
  • Propose phased actions to improve conditions for people with disabilities, particularly women with disabilities.

Deliverables:

  • A comprehensive accessibility audit report detailing findings, recommendations for infrastructure modifications, and policy recommendations for inclusion at Caritas Marsabit. The report should be provided in both Word and PDF formats.

5. Roles

Caritas Marsabit:

  • Contract the consultant team and maintain the relationship for the duration of the exercise.
  • Link the audit team with county health management teams to access facilities.
  • Coordinate mobilization of entry and exit meetings, key informant interviews, and support the consultant with day-to-day coordination.
  • Confirm quality of work and grant a certificate of completion.

Audit Team Technical Lead:

  • Mobilize a competent team to undertake the assignment.
  • Develop a detailed and costed work plan for completing the assignment within 30 days.
  • Train and assign inclusive teams on audit tools, supervise the audit, and lead entry and exit meetings.
  • Provide weekly updates on progress, validate data, and ensure quality.
  • Prepare and submit final reports as per contractual obligations to CBM Global.

6. Qualifications

Bachelor’s degree in Social Science or Human Development, with at least 7 years of experience in disability inclusion programming, or equivalent qualifications with at least two previous accessibility audits (sample reports required).
