Position Summary

The Accountant is responsible for managing the financial operations of Qatar Charity – Tunisia Office, including maintaining accurate accounting records, preparing financial reports, ensuring donor and policy compliance, supporting budgeting processes, and conducting financial monitoring. The role requires extensive experience in INGOs, sound knowledge of accounting standards, and strong proficiency in ERP systems.

Key Responsibilities

Financial Operations & Record Management

  • Maintain accurate accounting books, ledgers, and financial records in line with QC policies and international accounting standards.
  • Record all accounting entries in compliance with approved accounting procedures.
  • Ensure completeness, accuracy, and compliance of all supporting documents with donor and QC guidelines.
  • Prepare and update fixed asset registers and inventory records; ensure physical verification and reporting of shortages or surpluses.
  • Archive and organize all financial documentation securely and systematically.

Payments, Reconciliations & Reporting

  • Process payments, invoices, advances, and reimbursements following Qatar Charity’s financial regulations.
  • Prepare monthly bank reconciliations and verify bank statements, ensuring alignment with accounting records.
  • Support the preparation of monthly, quarterly, and annual financial reports as well as donor reports.
  • Participate in year-end closing and preparation of financial statements.
  • Support the preparation and implementation of the annual budget and follow-up on execution.

Budgeting, Controls & Compliance

  • Monitor expenditures against approved budgets and report any variances.
  • Assist in budget planning, forecasting, and expenditure control.
  • Ensure full compliance with donor requirements, QC policies, and national financial regulations.
  • Coordinate with procurement, administration, HR, and logistics to verify compliance of transactions.

Audit Support & Internal Controls

  • Assist in internal, external, and donor audits by preparing documents, responding to queries, and implementing recommendations.
  • Ensure application of internal control systems, segregation of duties, and adherence to QC standards.

Coordination & Administrative Support

  • Coordinate with the Office Manager and Finance Manager regarding financial processes and reporting.
  • Participate in committees related to procurement, asset inventory, and financial evaluation.
  • Perform any other accounting-related tasks assigned by the direct supervisor.

Required Qualifications

Education

  • Bachelor’s degree in Accounting (mandatory).
  • Preference for holders of international professional certifications: CPA, CMA, ACCA.

Experience

  • Minimum 7 years of professional accounting experience.
  • Prior experience working with International NGOs (INGOs) is required.
  • Practical experience using ERP systems;
    • Preferably Microsoft Dynamics 365 (MCD365).

Skills & Competencies

  • Strong knowledge of accounting principles, financial statements, and audit processes.
  • High accuracy, analytical skills, and attention to detail.
  • Ability to work under pressure and meet deadlines.
  • Proficiency in Microsoft Office, especially Excel.
  • Excellent communication and teamwork skills.
  • Arabic language proficiency preferred; English is an asset.
