Terms of Reference for Clinical Trainer
Background
Save the Children (SC) in collaboration with UNICEF, CDC, Women’s Refugee Committee and other key humanitarian actors have developed the Newborn Health in Humanitarian Settings Field Guide (NBFG). The NBFG provides guidance on key interventions to reduce neonatal morbidity and mortality and tools to implement newborn care in humanitarian crisis situations that result from natural disasters and armed conflicts. While piloting the NBFG in Somalia, SC found that health care providers in Somalia have limited knowledge and resources to care for newborns during delivery and after birth. Few health workers, particularly mid-level providers who are staffing primary health centers, have been adequately trained to identify and manage medical emergencies like hemorrhage, sepsis, eclampsia, obstructed labor, respiratory distress, and care for small and sick newborns. A maternal and newborn health training program is being adapted to the Somalia context to ensure that health trainers and supervisors are capable and confident to build the capacity of health care providers to care for mothers and newborns through subsequent trainings and supportive supervision.
Objective:
Specific Roles and Responsibilities of the Clinical Trainer(s):
- In collaboration with SC Technical Advisers review and finalize existing training materials based on the Helping Mothers Survive (HMS), Helping Babies Survive (HBS), Essential Care for Every Baby (ECEB) and Essential Care for Small Babies (ECSB).
- Identify and appropriately synthesize training materials including facilitator guide, handouts, and presentations into a theoretical and practical training for Ministry of Health district and regional level trainers and supervisors
- Develop agenda and training plan including a maximum 12-day clinical training of trainers followed by a 2-day supportive supervision training for MOH clinical supervisor level staff
- Facilitate clinical training and training for supportive supervision for facility based health workers and supervisors in conjunction with local experts in Somalia, Puntland
Time-frame
Expected time-frame: 1st September – 30th October 2019: Conduct two clinical trainings in Garowe, Puntland, Somalia. Participants will be split into two groups of 14 to keep the trainees size manageable hence the Total training days will be 28 days, 14 days for each training cohort.
Outputs:
- Provide input on design of clinical training, including the format and package given the context and timeline prior to the start of the training
- Conduct clinical training of trainers on newborn and maternal health care for MOH clinical supervisors from Puntland, Somalia in collaboration with a Somali speaking co-facilitator
- Evaluate trainees on theoretical knowledge and practical skills
- Develop a training report
Qualification and Experience
- Having an advanced degree in Medicine with specific focus or specialization in Pediatrics from accredited institutions
- Experience in design of training modules/curriculum for clinical guidance of newborn care in low-resource settings and led HBB/ENCC TOT trainings in the past.
- Experience with facilitating ToTs and training health workers, (doctors /Nurses and midwives) preferably community and facility health workers, on newborn care in low income countries
- Understanding of current of newborn care globally and contextual newborn practices in African region in particular and Somalia will be an added value
- Competency in written and spoken English
- Having excellent TOT facilitation skills
Evaluation Criteria
The Consultant will be assessed based on his/her relevant qualifications and experience, have done similar assignments, provide prove of previous work done on Newborn Care trainings, availability / flexibility and daily rate fee provided.
Responsibility for Logistics arrangements and Costs
Save the children will provide logistic support for the consultant, this will cover Ticket, accommodation, security, VISA and other local movement costs.
