Position Title: Procurement & Logistics Officer

Reporting to: Procurement & Logistics Coordinator

Duty Station: Mogadishu-Somalia

Position Status: locally hired position-National

In Somalia, FCA has been working since 2008 in peacebuilding, governance, reconciliation, and education programming, and has expanded into livelihoods and resilience interventions across multiple regions.

Primary purpose of the position:

The procurement & Logistics officer supports and delivers all FCA Logistics and procurement needs for project implementations in the Mogadishu office, ensuring accurate documentation, compliance with FCA procedures, and timely operational support to program teams and organizational activities.

Main tasks:

Procurement Planning Support

  • Support projects in preparing procurement plans in line with FCA procedures and donor requirements.
  • Assist in reviewing purchase requests to ensure completeness and alignment with approved procurement plans.
  • Provide basic guidance to program teams on specifications and documentation requirements.

Market assessment

  • Conduct routine market surveys to identify suppliers, prices, and product availability.
  • Maintain updated market price lists and supplier information to support value-for-money procurement.
  • Collect quotations and technical information for procurement planning purposes.

Procurement process

  • Review and process purchase requisitions (right specifications and terms of reference).
  • Process approved purchase requisitions.
  • Preparation and issuance of RFQ, ITBs, Purchase orders, and drafting contracts.
  • Issue tender documents to suppliers and ensure a maximum competitive process in all project procurement.
  • Prepare bid analysis and other bidding documents for approval.
  • Act as secretariat to the procurement committee.
  • Follow the best value for money and ensure proper price negotiations.
  • Review for procurement accuracy and ensure supplier payment requests are processed and submitted to Finance in a timely manner.
  • Ensure that FCA and Donor regulations are adhered to in processing all procurements.
  • Keep procurement records up to date for audit and compliance report needs.
  • Update and maintain the procurement tracking sheet.

Supplier management

  • Update and maintain the list of authorized suppliers.
  • Monitor supplier performance and maintain updated records of their performance.

Contract management

  • Prepare and execute contracts for review.
  • Generate all required procurement documentation and maintain records.
  • Maintain and update the contract tracking sheet for the timely procurement process for expiring contracts.
  • Monitor contract implementation and closure

Experience:

  • Minimum of 3 years’ working experience in Procurement and logistics
  • Good knowledge of Microsoft applications (Word, Excel)
  • Ability to work independently
  • High analytical and solution-oriented thinking
  • Ability to work in a high-risk security area
  • Proficiency in English (oral and written)
  • Minimum bachelor’s degree in accounting, logistics, business administration, or similar fields.

FCA has zero tolerance concerning aid diversion and illegal actions and may screen applicants against international lists to ensure due diligence and compliance with Anti-money Laundering and Combating the Financing of Terrorism requirements.

Most of our assistance goes to Africa. The need for assistance on the continent has been caused and maintained by political instability, prolonged crises and natural disasters. The second most significant target for aid funds is Asia, which has the largest number of people living in poverty.
