GIZ Sustainable Training and Education Project (STEP)

The German Federal Ministry for Economic Cooperation and Development (BMZ) has commissioned the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH to carry out the implementation of an Ethio-German Program entitled Sustainable Training and Education Program (STEP). The current phase of the STEP (2018 – 2021) is a follow-up phase of STEP 2015 – 2018 and builds on its achievements in establishing effective systems to improve quality of Technical and Vocational Education and Training (TVET) and Higher Education (HE). STEP aims at improving the employment prospects of young Ethiopians by promoting more relevant and demand-oriented TVET and Higher Education.

The STEP is expecting its employees to engage actively in capacity building, experience sharing and training of young professionals, students and trainees.

Responsibilities

  • Coordination of Advisor, TVET in the project regions and CT implementation support. Areas are not limited to but will include the following:

A. Coordination of TVET Advisors in the regions

  • Discuss and communicate monthly and weekly workplans with field staff
  • Facilitate communication and cooperation between field offices and the STEP Office AA
  • Align project activities in different regions towards goals and objectives of STEP
  • Monitor progress of Programme activities in the regions

B. Support coordination of Programme activities for improving capacities of TVET system and key actors at federal level

  • Support actors in TVET framework improvement
  • Support institutional capacity building (incl. management & research)

 C. Support improving core processes of Cooperative Training (CT) models

  • Support the concept development and alteration of international cooperative training approaches to the local context in the pilot regions
  • Support the implementation of CT models
  • Assist the adaptation of TVET’s strategic and regulatory framework
  • Facilitate the endorsement of guidelines and handbooks with the Federal TVET Agency for the scaling up of cooperative training approaches
  • Support dialogue between public and private sector to enhance cooperation within the TVET system
  • Support other project activities in order to reach the project’s objectives – areas of involvement will be agreed upon as needed
  •  Support all general project management activities such as:
  •  Knowledge management
  • Reporting
  • Preparation of concepts, strategies and operational plans for current and follow-on phase of the project
  • Implement tasks under the technical and disciplinary supervision of the TVET Component Manager of STEP
  • This position includes frequent business travels to the implementation sides of STEP

Job Requirements

Qualifications

  • University Degree: Master’s degree in social sciences, engineering, TVET or any relevant discipline

Professional experience

  • At least 5 years professional experience in a comparable position

Professional experience

  • at least 5 years of professional experience in a comparable position
  • experience in project accounting in the field of international development cooperation
  • experience in the collaboration with state and non-state actors is of advantage

Other knowledge, additional competencies

  • Excellent knowledge on the Ethiopian TVET system and the organized private sector
  • Experience in project management, capacity building and ToT provision, experience within German Development Cooperation is an asset
  • Technical background: engineering, entrepreneurship, MSE support, private sector
  • Fluent in written and spoken English
  • Very good communication skills
  • Intercultural competence
  • Team player
