Position: AECID Program Administrator in Egypt

Location: Cairo (with frequent travel to Luxor and Aswan).

Contract duration: 3-month contract, with the possibility of renewal based on performance.

Contract type: Service provision contract.

Position description :

The Administrator will coordinate the administrative, accounting, and financial management of the AECID-funded program, which focuses on creating sustainable livelihoods for women and youth in Upper Egypt. The role requires a person with demonstrable experience in managing development cooperation projects, familiarity with AECID requirements, and strong coordination skills with multiple actors at the local, national, and international levels.

Responsibilities:

• Oversee and ensure the control of expenses in relation to the approved budget and guarantee proper justification according to AECID regulations.

• Manage the economic planning of activities, ensuring compliance with deadlines and proper financial execution.

• Support the preparation of interim and final financial reports for the program in accordance with AECID guidelines.

• Collaborate with local partners in the collection and verification of supporting documentation for expenses and assist in preparing internal reports.

• Actively participate in identifying local suppliers for the procurement of goods and services, ensuring compliance with AECID’s established procedures.

• Maintain constant communication with CIDEAL’s headquarters in Madrid, providing updates on the financial status of the program.

• Ensure proper filing of all administrative, financial, and accounting documentation related to the program.

Requirements:

Education

• University degree in Business Administration, Accounting, or related fields. A postgraduate degree in International Cooperation or Development Project Management will be valued.

Experience

• At least 5 years of experience in the administrative and financial management of development cooperation projects, preferably of AECID funding or other international organizations.

• Experience in managing teams and coordinating with local and multi-stakeholder actors, including the public, private, and civil society sectors.

Technical skills

• Advanced proficiency in office tools (Word, Excel, PowerPoint).

• Knowledge of AECID financial procedures and regulations or those of other international organizations.

• Familiarity with financial and accounting procedures and regulations in Egypt.

• Good understanding of the socioeconomic context of Egypt, particularly of Upper Egypt.

Languages

• Fluency in Arabic and English, both written and spoken.

• Knowledge of Spanish will be considered an asset.

Competences and skills

• Strong organizational, planning, and task prioritization skills.

• Excellent communication and negotiation skills, with the ability to work both independently and as part of a team.

• High level of institutional and ethical commitment, with the ability to adapt to multicultural environments.

• Availability for frequent internal travel within Egypt.

Contract conditions:

• According to CIDEAL Foundation’s salary scale, adjusted to the candidate’s experience.
