Organizational Setting

The Regional Office for RNE is responsible for leading FAO’s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO’s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the Region and, in collaboration with departments and divisions at Headquarters, develops, promotes and oversees FAO’s strategic response to regional priorities. RNE also advises on the incorporation of regional priorities into the Organization’s Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RNE develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs). The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

Reporting Lines

The Consultant works under the overall supervision of the ADG-RNE and reports to the Delivery Manager of the Plant protection Regional Office for RNE.

Technical Focus

Support to planning, implementation and monitoring of programmes and projects under the Plant protection activities.

Tasks and Responsibilities

  • Assist in the implementation of the activities to prevent the epidemiology transboundary pest and disease in NENA region (i.e. Fall Armyworm ‘FAW’, Red Palm Weevil ‘RPW’, Xylella fastidiosa, HLB …..)
  • Assist in the implementation of the activities for improving plant protection sustainable approaches control the main important invasive pest and disease in the NENA region;
  • Provide the needed assistance to the countries recently affected by FAW (Sudan and Yemen):
  • Assist in the implementation of activities on regional and sub-regional level RPW Trust fund;
  • Assist in the implementation of activities on capacity building of country offices on surveillance, quarantine measures, containment; contingency plan and action plan against transboundary pest and diseases;
  • Review relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions;
  • Liaise with relevant parties – especially in country offices – and tracks follow up actions;
  • Prepare various written outputs, e.g. drafts background papers, analysis, inputs to publications;
  • Assist with the strategic and operational activities of the Regional plant protection activities, including activities related to the other pillars;
  • Perform other duties as required

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in agronomy, agriculture economics, natural resource management, food security or similar
  • At least 5 years’ experience in agricultural practices
  • Working knowledge of English, French or Spanish and limited knowledge of one of the other two or Arabic, Chinese, Russian.

History

The idea of an international organization for food and agriculture emerged in the late 19th and early 20th century, advanced primarily by the US agriculturalist and activist David Lubin. In May–June 1905, an international conference was held in Rome, Italy, which led to the creation of the International Institute of Agriculture.

Later in 1943, the United States President Franklin D. Roosevelt called a United Nations Conference on Food and Agriculture. Representatives from forty four governments gathered at The Homestead Resort in Hot Springs, Virginia from 18 May to 3 June. They committed themselves to founding a permanent organization for food and agriculture, which happened in Quebec City, Canada on 16 October 1945 with the conclusion of the Constitution of the Food and Agriculture Organization. The First Session of the FAO Conference was held in the Chateau frontenac at Quebec, Canada, from 16 October to 1 November 1945.

The Second World War effectively ended the International Agricultural Institute, though it was only officially dissolved by resolution of its Permanent Committee on 27 February 1948. Its functions were then transferred to the recently established FAO
