1. BACKGROUND

Amnesty International South Africa March 2022

Amnesty International South Africa (AISA) is a national human rights entity that is part of a global human rights movement, established to address national human rights priorities as well as create the possibility for people in South Africa to join Amnesty International’s global human rights campaigns. Our mission in South Africa is to address pertinent national human rights issues through research and campaigning, and to empower South Africans to take action on issues that matter to them through AI’s international human rights movement; and to leverage South Africa’s influence regionally and globally to promote human rights domestically, bilaterally and internationally.

AMNESTY INTERNATIONAL PURPOSE: We campaign for meaningful human rights change; enable effective human rights activism; and work to persuade governments and other actors to uphold universal rights standards.

CONSULTANCY PURPOSE: To conduct an analysis and develop a projection on the impacts of climate change and the mismanagement of water by the state on the availability and quality of water in South Africa.

2. OUTPUTS/DELIVERABLES

The expected outputs/deliverables of this consultancy are:

  • 1x briefing paper
  • 1x projection

3. ACTIVITIES

1. Draftbriefingpaper

  • Conduct an analysis on the impacts of climate change and the mismanagement of water by the state on the availability and quality of water in South Africa.
  • Include sound scientific data supporting this analysis.
  • Include a human rights focus – i.e. the applicable human rights enshrined in international and national legislation related to accessing safe and quality water, and how climate change and the mismanagement of water by the state negatively impacts these rights.
  • Develop recommendations related to climate change and the mismanagement of water, to mitigate and prevent the escalation of the water crisis in the country and “Day Zero”. These are to be directed at specific role players and duty bearers.
  • Draft briefing paper for a laymen’s/general public audience.

2. Developprojection

  • Based on scientific data and the analysis done for the briefing paper, develop a projection of critical crisis dates to take note of, including a projected date of when South Africa will run out of water should things continue as they are.

4.  TIMING & DURATION

The total Consultant input is one month, starting from 1 March 2022 (can be sooner based on
Consultant’s availability) at R75,000.00 (slightly negotiable) and is deliverables-based.

5. SKILLS & EXPERIENCE

  • An advanced degree in environmental sciences, development, international relations, human rights, or any other related field
  • Over 7 years’ research and policy development experience on climate change/water and environmental issues
  • Excellent written and analytic skills
  • Detail oriented and creative
