Anesthetic Officer

BACKGROUND:

Founded in 1933, the International Rescue Committee is a world leader in relief, rehabilitation and post-conflict development services for those uprooted or affected by violent conflict and oppression. The IRC is currently working in over 25 countries around the world, addressing both the immediate and lifesaving needs of conflict affected people in emergencies and the reconstruction needs of post-conflict societies.

The IRC has been working in Uganda since 1998 supporting IDPs, refugees and local communities. IRC Uganda has it country office in Kampala and regional offices in Kitgum Moroto, and Yumbe. The current program portfolio includes health, protection and rule of law, women’s protection and empowerment, and economic recovery and development programming

SCOPE OF WORK:

Under the guidance of Medical Officer facility in-charge, the Anesthetic officer will be responsible for administering anesthesia for the patients at the referral site.

RESPONSIBILITIES

S/He shall comprehensive anesthetic interventions including but not limited to;

· Planning and budgeting for Anesthetic activities in the hospital;

· Preparing patients for anesthesia and administering it;

· Providing pre- and post-operative care to patient;

· Providing resuscitation services in case of emergency and disaster situations

· Maintaining anesthetic operational equipment and ensuring their functionality;

· Requisitioning and accounting for anesthetic materials and sundries;

· Supervising and appraising staff;

· Adhering to professional and service code of conduct and ethics;

· Compile and submit reports to relevant authorities and Support research activities in the areas of jurisdiction.

Holds a diploma in anesthesia from a reputable medical training school, with at least two-year experience gained from a busy health facility. Must be registered with the professional body and have valid practicing license.

Knowledge and Skills

· Understanding of human rights and issues relating to gender equality

· ​ Strong written and verbal communication ability in English

· ​ Ability to gain trust and build relationships with new communities.

· ​Basic computer skills including Microsoft Word, Excel and Outlook.

· ​Experience in regular report writing

· ​Strong interpersonal skills and ability to work as part of a team, as well as independently.

· Flexible and able to work in a dynamic and diverse environment.

Key Working Relationships:

Position directly supervises: Health facility in charges and clinical officers

The IRC and IRC workers must adhere to the values and principles outlined in IRC Way – Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassment, Fiscal Integrity, and Anti-Retaliation.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
