POSITION SUMMARY:
The Area Manager (AM) is the senior representative for World Relief in North Darfur State. Operating as WRS’s lead for this geographic zone, the AM holds ultimate accountability for the efficient delivery of all programs, field operations, financial management, and staff security within their geographic zone.
The AM ensures that all field-level interventions align with World Relief’s strategy, humanitarian principles, and local laws. Furthermore, the AM facilitates a collaborative environment, providing essential security, administrative, and logistical oversight for all programs while including Technical Leads outside of the geographic area.
ROLE & RESPONSIBILITIES:
Area Operations, Safety, & Security
- Serve as the primary Security Focal Point for North Darfur state. Continuously monitor the local security context, conduct localized risk assessments, and enforce safe movement protocols.
- Exercise authority over physical security and field movements within the state for all World Relief personnel, including visiting expatriates, project staff, and technical managers.
- Manage the North Darfur area office and guest house(s), ensuring fleet, IT, and facility assets are optimally allocated across all projects.
- Build and maintain positive community relations and represent WRS to the local authorities, local line ministries, UN agencies, and inter-agency coordination forums in North Darfur
- Manage permits for WR staff traveling within North Darfur, including for onward travel.
Program Delivery & Area Coordination
- Oversee the successful implementation, monitoring, and evaluation of all geographically bound programs (e.g., SHF, ECHO) within North Darfur, ensuring they are delivered on time, within budget, and to a high quality.
- Host donor representatives and cultivate relationships for strengthened partnerships and future opportunities.
- Collaborate closely with the Technical Managers/Advisors (FSL, Health, WASH, Protection) who provide “dotted-line” technical oversight, ensuring field coordinators implement activities according to standards and protocols.
- Facilitate integration between sectors at the field level, ensuring a holistic response to community needs rather than siloed project implementation.
- Produce high-quality, accurate, and timely area situational reports and program updates for the Country Director and Program Director.
- Provide essential administrative, logistical, and security coordination to vertical project teams (e.g., the Food Project) operating in North Darfur.
- Maintain relationships with NNGO and INGO counterparts to develop potential partnerships.
Field Administration (Finance, HR, & Operations)
- Exercise direct, solid-line supervision over field-based Finance, Human Resources, and Operations staff, managing their daily administrative tasks and localized performance.
- Manage the North Darfur area budget, ensuring that field-level expenditures comply with internal WR controls and donor regulations, in accordance with WRS’s Budget Holder policy.
- Oversee the recruitment and onboarding of national field staff within the area.
- Collaborate seamlessly with Administrative Leads (Finance & Operations Director, HR Manager, Operations Manager), who retain “dotted-line” technical authority.

SUPERVISORY RESPONSIBILITIES:
This role includes direct supervision of the North Darfur senior field management team across programs, finance, operations, and HR. Responsibilities include managing daily activities, monitoring performance, approving timesheets and leave requests, leading regular check-ins, documenting performance issues, and ensuring compliance with World Relief policies according to the WRS HR Manual. Managers at World Relief are also considered spiritual leaders and are expected to model and reinforce the organization’s Christian values in daily work.
JOB REQUIREMENTS:
- Committed to the mission, vision, and values of World Relief.
- Education: Bachelor’s degree in International Development, Business Administration, Humanitarian Action, or a related field.
- Experience: Minimum 7 years of progressive experience in humanitarian operations or program management, with at least 3 years explicitly managing a complex field office, area base, or multi-sector program.
- Security Context: Proven experience managing staff safety, security protocols, and operational continuity in highly volatile, active-conflict environments.
- Management Skills: Strong ability to manage diverse teams (programs, finance, logistics, HR) and navigate matrix reporting structures effectively.
- Language: Fluency in English (written and spoken) is required.
- Mobility: Willingness and ability to live and work in hardship conditions with basic accommodations and restricted movement.
PREFERRED QUALIFICATIONS:
- Advanced Degree: Master’s degree in a relevant field.
- Contextual Expertise: Deep historical and operational knowledge of the Darfur region, including established networks with local authorities and community leaders.
- Donor Knowledge: Practical experience managing field operations funded by major institutional donors (USG, ECHO, UN agencies).
- Language: Knowledge of Arabic is a strong advantage.
