Background:

The purpose of Area Support Manager position is to provide sufficient support to relevant program in area level and sub-offices. The position leads and provides support to the Support units while making sure that staff comply with NRC and donor guidelines. The position shall lead all support related matters in NRC South Sudan, North Area Office. The Support Manager will ensure that all support functions are providing high quality and efficient support for programme implementation.

What we are looking for:

The Area Support Manager plays a strategic and operational role in ensuring that all support functions such as finance, human resources, logistics/procurement, administration, and ICT run efficiently across the area office and its sub-offices. This position serves as a key link between programme implementation teams and support departments, enabling quality, timely, and compliant delivery of NRC’s projects to affected populations.

What you will do:

Generic Responsibilities:

  1. Line management responsibilities for directly reporting staff Finance, HR & Admin, Logistics and ICT. This includes the Performance management process, setting clear goals aligned to area strategy and priorities, and to follow up and support staff’s achievement.
  2. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  3. Facilitate the Area Office support functions’ strategic input to the development of the Country Strategy and Plan of Action
  4. Provide input on operational support in proposal development, and coordinate and align operational support with programme plans
  5. Responsible for ensuring quality support to project implementation.
  6. Facilitate the Master Budget, area level budgets and BPO development, including assess and monitor costs and resource allocation needs
  7. Responsible for the strategic development of Area level structures, technical systems, human resource capacity and allocation
  8. Responsible for development of new area specific technical SOPs, guidelines and tools
  9. Responsible for organisational learning related to programme support
  10. Responsible for technical capacity building of support staff
  11. Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
  12. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the functions policies and procedures

Specific Responsibilities:

  1. Provide strategic leadership and line management to the Finance, Human Resources & Administration, Logistics, ICT, and Support Services teams, ensuring effective performance management, staff development, coaching and accountability.
  2. Strengthen operational planning and coordination by aligning support functions with programme priorities, anticipating operational risks, and ensuring operational readiness for project implementation and emergency response.
  3. Oversee financial management and monitoring of the Area Office, including budget planning, expenditure tracking, forecasting, cost control, cash flow monitoring, financial risk mitigation, and timely implementation of corrective actions.
  4. Lead the development, monitoring, and review of the Area Office Master Budget ensuring optimal resource allocation and value for money.
  5. Champion staff care, wellbeing, and duty of care initiatives, promoting staff welfare, employee engagement, occupational health and safety, psychosocial wellbeing, and a positive organizational culture.
  6. Provide strategic oversight of fleet and transport management, ensuring safe, efficient, cost-effective, and compliant management of vehicles, drivers, fuel consumption, maintenance schedules, utilization, and fleet performance.
  7. Oversee office and facilities management, ensuring NRC offices, staff accommodation, stores/warehouses, and other facilities are safe, functional, adequately maintained, and compliant with NRC standards and systems.
  8. Ensure effective management and accountability of NRC assets, including planning, inventory control, asset registration, maintenance, tracking, disposal, and compliance with organizational policies.
  9. Provide strategic oversight of procurement, logistics, warehousing, and supply chain operations, ensuring timely acquisition and delivery of goods and services while maintaining compliance with NRC procedures and donor requirements.
  10. Ensure ICT systems and infrastructure adequately support programme and operational needs, including data protection, cybersecurity, communication systems, and user support.
  11. Lead operational risk management, ensuring appropriate internal controls, fraud prevention mechanisms, and mitigation of operational, financial, legal, and reputational risks.
  12. Ensure full compliance with NRC policies, procedures, donor regulations, statutory requirements, audit recommendations, and internal control standards across all support functions.
  13. Develop, review, and implement area-specific operational systems, Standard Operating Procedures (SOPs), guidelines, tools, and process improvements to enhance efficiency, accountability, and service delivery.
  14. Provide operational leadership and technical input into proposal development, project design, donor budgeting, operational feasibility assessments, and implementation planning.

  • Responsible for corruption mapping and mitigation practices and procedures in the programme.
  • Ensure adequate and fit-for-purpose support strategy rooted in staff capacity development.
  • Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff.

What will you bring:

Generic professional competencies:

  • University degree in Finance, Accounting, Business Administration, Management, or related field is required.
  • Minimum 4 years of experience in a senior management position in a humanitarian/ recovery context
  • Proficient in financial systems and software (e.g., Agresso, QuickBooks, or similar ERP systems).
  • Strong understanding of donor compliance, audit requirements, and internal control systems.
  • Demonstrated experience in managing HR processes, including recruitment, performance management, staff development, HR record keeping and employee relations.
  • Strong grasp of national labor laws and organizational HR policies and procedures.
  • Experience working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities

An estimated 9.4 million people in South Sudan need humanitarian assistance and protection services in 2023, reflecting 76 per cent of the population. Many of the 2.3 million South Sudanese living in protracted displacement since 2013 have been displaced multiple times and cannot return home. The ongoing conflict in Sudan continues to drive significant displacement into South Sudan with hundred thousands new arrivals since April 2023. The returnees are encouraged to go to areas of origin, places that are equally vulnerable and lack basic services. Often their houses, land or property has been destroyed by the civil war or is occupied. Humanitarian actors are over stretched by the volume of returns and associated needs.

Over 83 per cent of South Sudan’s population relies on subsistence farming, livelihood, and fishing as their primary source of livelihoods, leaving them vulnerable to climatic and conflict related shocks and stressors. Disrupted supply chains, weakening currency, and rising cost, diminishes the purchasing power of the population, exacerbating existing malnutrition and food insecurity. South Sudan remains one of the most severe protection crises in the world, with high levels of gender-based violence and significant gross human rights violations across the country, and with people impacted by violence having limited access to justice and the rule of law.

Despite significant deployment of humanitarian assistance, the cumulative effects of years of conflict, a surge in sub-national violence, and unprecedented flooding, leaves vulnerable population in urgent needs of basic services and protection.
