over 14 years’ experience implementing evidence- based adolescents and youth programs in over 345 institutions of learning (Primary, Secondary and Higher learning institutions) across 23 Counties in Kenya. The organization implements programs in Health and Nutrition, Education, Economic Empowerment and Leadership and Governance Sectors. To ensure maximum impact in these sectors, ICL utilizes a multi-sectorial approach, Quadra Helix development approach (which brings together the Government, Private sector, Academia and Civil society) to foster innovative and sustainable transformation in communities.

Job purpose:

Under the leadership of the County officer, the Assistant Project Officer contribute towards strengthening of Economic Empowerment component in the specific country of intervention. In addition, support counties in the actualization of their county strategic plans aligned to Vision 2030.

Key Deliverables:

1.1 Supported 10 farmers to produce 500 layers each

1.2 Taken lead in acquisition of ready markets for farmers

1.3 Taken lead in supporting poultry value chain

1.4 Supported farmers in managing poultry**

Key responsibilities

County Project implementation and training

  • Coordination of the project activities including preparation of work plans to support farmers
  • Support parents on coaching, mentorship and business incubation
  • Train parents on enterprise development and value chain development
  • Ensure proper and timely implementation of Economic Empowerment interventions in the region as per approved standards and donor requirements
  • Ensure diagnosed medical needs of the animals by stocking and dispensing drugs and accounting the consumption of medicines and drugs
  • Overall animal conditions are evaluated and maintained
  • Care and management of facilities to ensure that fans, curtains, heaters and other equipment are working properly, Ventilation equipment is adjusted to provide proper environment and facilities are kept clean, including power washing and disinfecting.
  • Maintain accurate records.
  • Procure, administer and dispense medications and vaccinations accordingly.
  • Observation of all poultry daily and ensuring sick animals are properly treated.
  • Ensure that poultry conditions are evaluated and maintained.

Communication and Public Relations

  • Identify and document project success stories
  • Work with project team to develop picture speaks and newsletter for various activities
  • Work with the Communication Officer to develop project communication materials
  • Develop quality reports (Annual, Semi-annul and Monthly Management Reports) in-line with ICL reporting guidelines
  • Facilitate community members to advocate on Economic Empowerment issues to relevant stakeholders

County Resource Mobilization

  • Support county resource mobilization in grants and products through participation in proposal development
  • Support the designing, implementation and evaluation of the value chain with an aspect of resource mobilization
  • Liaison with the Ministries of Agriculture, Youth affairs, Trade, Social Services, Devolution& Planning, and Enterprise Development for technical directions and leveraging of resources to support Economic empowerment interventions in the counties

Project Monitoring & Evaluation

  • ·Compile reports (narrative and data) and submit them to the Project Manager and M&E Manager as per the set deadlines
  • Support end of project evaluation focusing on M&E aspect of projects close out
  • Participate in the design, data collection and analysis of surveys and routine data
  • Participate in innovative and standardized research
  • Establish key learnings of the project for effective implementation.

Capacity Building

  • Lead the project in capacity building initiatives for staff, communities and partners to enable them effectively advocate for and implement project interventions
  • Build capacity of county staff to facilitate program beneficiaries to run profitable ventures
  • Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results

Desired Education and Training

  • A Minimum of a Bachelor’s degree in Agribusiness or its equivalent.
  • Diploma in project management/ community development.
  • Certification is Agribusiness/ Enterprise Development or its equivalent is highly desirable
  • Diploma in animal health studies.
  • At least 3 years’ experience in the same capacity

Knowledge, Experience Abilities and Skills

  1. Knowledge on project cycle management highly desirable
  2. Excellent written and verbal communication skills in English, good presentation and interpersonal skills and excellent report writing skills.
  3. People management skills as well as mentorship experience and capability.
  4. Excellent command of computers with high IT efficiency
  5. Ability to work with a team, foster a team approach and incorporate capacity building activities into the program
  6. Ability to analyze and utilize program development gaps for designing Programs.
  7. Proficient people management skills
  8. Minimum of 3 years of supervisory and management experience
  9. Relevant experience in monitoring program implementation using qualitative and quantitative approaches
  10. Experience in collecting data that will influence decision making and programming
  11. Demonstrates the ability to negotiate with senior managers at county and national level
  12. Excellent organizational skills
  13. Management and support to M&E team as needed
