General Description of GOAL’s Work:

GOAL is an international NGO based in Dublin, Ireland, and has been operational in Sierra Leone since 1999. Programmes are currently implemented in Freetown (Western Area), Kenema, Kambia, Bombali, Koinadugu, and Moyamba Districts. The GOAL Sierra Leone country programme contributes to poverty and vulnerability reduction and focuses on health, Water, Sanitation and hygiene (WASH) and Inclusion.

GOAL developed its approach to WASH interventions significantly since the EVD outbreak was declared over and has increasingly moved towards a market system approach. This has focussed on the urban context, on Freetown faecal sludge management. But it is expanding to rural water operations and maintenance (O&M) and sanitation Marketing in Kenema and rural WASH, drilling of boreholes and rehabilitation/construction of hand-dug wells. The current WASH interventions are supported BMGF, Charity: Water and Irish Aid.

Internationally, GOAL has a Programme Quality Team, responsible for the technical and quality back stopping of GOAL’s global programming. The Quality Programme team members which support this position are: The Global WASH Advisor, the Markets Advisor and the Health Advisors, including Social and Behaviour Change technical support.

Summary of the Role

Reporting to the WASH Coordinator, the Assistant WASH Coordinator will work closely to support the design, implementation and management of GOAL Sierra Leones country WASH programme, with a focus on Rural/Urban WASH, using a systems approach and conventional WASH intervention in rural Kenema. The Assistant WASH Coordinator will work with WASH managers to implement programming. The key areas of responsibility for this position are:

  1. WASH programme development
  2. WASH programme implementation
  3. Coordination
  4. Project monitoring, evaluation, accountability and learning

1. WASH programme design

· Support to the WASH Coordinator on strategic design of all GOAL Sierra Leone country WASH programming using a systems approach (Context analysis, design and adaptive management);

· Focus on sustainable interventions which work with the permanent players i.e. community, government and the private sector;

· Identify appropriate opportunities for public private partnerships;

· Document, keep up to date and disseminate an overall WASH country programme strategy;

· Remain up to date with changes and innovation in the global WASH sector and support team member continuous learning.

2. Fund raising

· Working with the ACDP and WASH Co, map and identify appropriate fund-raising opportunities to support the country WASH programme strategy;

· Working with the Programme Development & Quality Manager, WASH Co and ACDP, design and development quality WASH proposals.

3. WASH programme implementation

· Using an adaptive management approach, support WASH teams to pilot, test and take successful WASH initiatives to scale;

· Support and hold WASH Programme Managers accountable for programme implementation;

· Lead teams to increase government’s (for example Freetown City Council, District Councils) regulatory role;

· Lead teams to support social and behavioural change in targeted communities;

· Lead teams to increase private sector provision of goods and services;

· Lead and support analysis of stakeholders (incentive / capacity);

· Ensure all programme reporting is of high quality;

· Support to the WASH coordinator and project managers to ensure all logistics, finance and human resources processes are followed in line with GOAL policy.

4. Human resource management

· Ensure all Kenema /Freetown WASH team members have clear and measurable (SMART) performance management objectives and that they are measured regularly and in line with policy;

· Identify and invest in creative WASH team members;

· Build WASH teams that are incentivised according to delivery, creativity, innovation and accountability;

· Lead by example both upward and downward accountability and comply with all of GOAL’s accountability policies;

5. Coordination

· Support teams to effectively coordinate with key permanent players, external bodies and donors;

· Identify and support access to business development services and support teams to manage these relationships;

· Ensure that GOAL Sierra Leone is professionally represented at WASH coordination meetings;

· Take an active role in coordinating with larger players such as donors, the World Bank, AfDB, DFID, Freetown City council, Kenema WASH Directorate among others;

6. Monitoring, evaluation, accountability and learning

· Work with the GOAL Sierra Leone MEAL department to ensure that appropriate systems are in place to monitor and measure all GOAL Sierra Leone WASH programming;

· Regularly monitor monitoring data and manage programmes using an adaptive management approach;

· Develop learning documents of high quality for internal and external audiences;

· Take an active role in recording and disseminating appropriately, both what is working programmatically and what is not working to both internal and external stakeholders;

Person specification

Essential

· An academic degree in WASH engineering or in a relevant area (postgraduate preferred);

· Significant professional experience in managing complex WASH programming in developing countries especially convention WASH programming and urban WASH.

· previous WASH experience as field Engineer or WASH Manager.

· Previous experience in working with both public and private service providers (in the WASH sector preferred);

· Excellent communication and coordination skills and experience

· Excellent written English

· Strong programme management skills

Desirable

· Adaptive management skills

· Market system training and /or experience

· Strong knowledgeable of urban sanitation programming, including sanitation marketing

· Experience of implementing social marketing campaigns

· Experience in working with (or for) private sector companies
