Peace Winds Japan (PWJ) is a Japanese Non-Governmental Organization established in 1996. PWJ has been providing humanitarian and development assistance for people affected by forced displacement and natural disasters in more than 20 countries in the world. PWJ launched its mission in Kenya in 2012 and has been implementing projects funded by various donors, including UN agencies and the government of Japan, in the shelter, WASH, infrastructure development, livelihood, and food security to ensure that refugees and host communities access essential services and grow toward self-reliance. In Garissa and Turkana Counties, Peace Winds is actively engaged in promoting sustainable solutions for protracted refugee situations through its Logistics, WASH and Infrastructure
development projects in line with the National Government of Kenya as well as the Garissa and Turkana Counties Integrated Development Plans and strategies such as Kalobeyei Integrated Socio-Economic Development Program (KISEDP), Garissa Integrated Socio-Economic Development Program(KISEDP) and the Shirika Plan.

Job Overview
The Assistant WASH Engineer will be responsible for the technical implementation, supervision, and monitoring of water supply infrastructure. The role focuses exclusively on the engineering aspects of water production, distribution, and maintenance to ensure the refugee and host communities have consistent access to safe and clean water.

Key Roles and Responsibilities

  • Infrastructure Supervision: Oversee the construction, rehabilitation, and maintenance of

    water systems, including boreholes, elevated steel tanks, and distribution networks.

  • Technical Monitoring: Conduct regular inspections of water tap stands and pipeline networks

    to identify and troubleshoot leaks, bursts, or technical inefficiencies.

  • Water Production Oversight: Monitor borehole yields and coordinate with Water Supply

    Operators to ensure pumping schedules meet community demand.

  • Quality Control: Supervise plumbing works and masonry during infrastructure upgrades,

    ensuring all works adhere to PWJ, UNHCR, and Ministry of Water technical standards.

  • Data & Reporting: Maintain accurate records of daily water production volumes and

    fuel/power consumption; assist the WASH Engineer in drafting technical progress reports.

  • Logistics & Inventory: Identify required technical spare parts and tools for the water system

    and assist in the technical verification of delivered materials.

Qualifications and Experience

  • Education: Diploma or Degree in Water Engineering, Civil Engineering, or a related technical field.
  • Registration with the Kenya Engineering Technologists Registration Board (KeTRB) or Institution of Engineering Technologists (IET)
  • Experience: Minimum of 2 years of practical experience in water infrastructure projects, preferably in large-scale humanitarian settings or arid regions.
  • Technical Skills: Proficiency in AutoCAD or similar design software; strong knowledge of solar-powered pumping systems and water reticulation modeling.
  • Soft Skills: Strong analytical skills and the ability to supervise technical teams (Plumbers and Operators) in challenging environments.

Language Skills

  • English: Professional fluency.
  • Kiswahili: Native/Advanced.
  • Local Languages: Knowledge of local dialects (Turkana or Somali) is an added advantage.
