The candidate must have advanced and working knowledge of data collection and analysis methods and MEAL tools, as well as in-depth knowledge of humanitarian programs and the ability to coordinate and supervise a team, fit into a multidisciplinary group and contributing to the overall success of the office’s work.

In close coordination and, in any case, under the supervision of the Line Manager and/or Office Holder, may be called upon to:

– Ensure, in compliance with the procedures adopted by the office, the correct and effective management of data and information pertaining to the Emergency Sector;

– Manage and enhance the monitoring and control systems of emergency initiatives ensuring their complete digitization and rationalization;

– Prepare reports on activities carried out and fact sheets on the Emergency Sector through the preparation of online dashboards, infographics, ad hoc analysis on specific issues;

– Provide assistance to Emergency Program managers/reporters on data and information management, both qualitative and quantitative, ensuring the use of appropriate data management systems and ensuring the application of quality benchmarks and action trackers;

– Ensure the high quality of monitoring results, including reports, MEAL plans, indicator tables, and timely updates;

– provide technical assistance in the formulation of technical assessments, projects, research and feasibility studies within the framework of the Emergency Sector;

– support the AICS office in Addis Ababa in the preparation of ad hoc technical and narrative reports, in consultation with the Headquarters Monitoring Unit.

– Ensure effective collaboration and communication with the external monitoring team active in the headquarters’ countries of responsibility.

– Collaborate on the technical analysis of project documents, the Result Based Framework of the emergency sector, ensuring tracking of output/outcome and performance indicators of partners.

– Prepare information and/or dissemination materials related to the Sector of competence with a view to learning and capacity building.

– Carry out periodic visits to the areas of focus to carry out monitoring activities and/or to acquire information and elements useful in carrying out the activities of competence;

– Observe, identify and duly communicate situations of concern, underperformance, monitoring vulnerabilities and blind spots with relevant persons and suggest measures to correct performance;

– Promote accountability of partners and enforcement of standards, including safeguarding against sexual exploitation, abuse and harassment;

– Carry out any additional activities demanded in relation to the qualification held deemed necessary by the Manager or the Director.
