Dexis is seeking an experienced Evaluation Team Leader to conduct a final performance evaluation of the “Business Reform and Competitiveness Project” in Tunisia, which is implemented through a contract to Pragma Corp. and managed by USAID’s Middle East Bureau Office of Technical Support. The objective of the activity is to create jobs for Tunisians. The purpose of this final evaluation is to understand to what extent the activity has been successful in creating sustainable employment/livelihoods in Tunisia and to provide input to determine the relative effectiveness of the activity’s approaches and inform new employment programming in Tunisia. This is a short-term position expected to start in mid-to-late August 2017. This position is contingent upon award.

Responsibilities

• Responsible for the overall management of the evaluation team and final deliverables
• S/he will coordinate all evaluation activities and ensure timely production all deliverables, including the final evaluation report
• Design evaluation and research methodologies and ensure high quality analysis
• Prepare and present key evaluation findings and recommendations to USAID and other stakeholders

Qualifications

• Advanced degree, preferably a PhD, in economics, business/business education, entrepreneurship, public policy, public administration or other appropriate social science
• At least 10 years of experience in leading and conducting evaluations of development activities
• Experience applying social science evaluation methods, especially performance evaluations, qualitative data collection methods, and other relevant data collection/analysis techniques in a development context with USAID evaluations is required.
• Technical economic growth expertise or experience managing economic growth activities, preferably in the MENA region.
• Technical experience related to job creation and/or workforce development programming is strongly preferred.
• Demonstrated ability and experience in research design, research methods, quantitative and qualitative data analysis and management, and dissemination of lessons for a range of stakeholders
• Experience in the gender dimensions of evaluations
• Excellent written and oral communications skills
• Fluency in speaking, reading and writing in English
• French and/or Arabic fluency preferred
