CONTEXT AND DESCRIPTION OF DUTIES:
Egypt is a signatory State to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, as well as the 1969 OAU Convention Governing Specific Aspects of Refugee Problems in Africa. In accordance with the Memorandum of Understanding of 1954 concluded between UNHCR and the Government of Egypt, all activities pertaining to registration, documentation and refugee status determination are carried out by UNHCR. UNHCR in Egypt has Offices in Greater Cairo (6th October City and Zamalek district) as well as a Field Office in Alexandria.
As of end of September 2018, 237,389 refugees and asylum-seekers are registered with UNHCR Egypt, most of whom live in urban areas of Greater Cairo, Alexandria and Damietta. Refugee and asylum-seeker population is very diverse and is composed of 58 different nationalities. Syrians continue to be the largest group registered at 55% (131,504 individuals). The remaining refugees and asylum-seekers are from sub-Saharan African countries, Yemen and Iraq.
UNHCR Egypt seeks to enhance its analytical capacity, boost information and knowledge management within the Office, and improve utilization of data for evidence-based decision making across all sectors/unit. This post is crucial in providing UNHCR with the necessary technical expertise in the development, management and analysis of data and data systems. The Associate Data Analyst Officer will support the data analysis work of UNHCR Egypt with quality research and quantitative data analysis. S/he will analyze multiple datasets and develop data visualization in order to improve the analytical capacity of the Office. The incumbent will work closely with other technical experts in the Office and in the field, continuing to provide high quality and advanced data and statistical analysis and also contribute to information and knowledge sharing within the Office.
THE INCUMBENT IS RESPONSIBLE FOR THE FOLLOWING ASSIGNED DUTIES:

  • Define, design and implement deliverables harnessing data to improve understanding of refugee population behaviour, needs, and vulnerabilities
  • Define, design and implement deliverables harnessing data to improve capacity to monitor UNHCR sectors’ activites and programmes;
  • Perform data studies and data discovery around new data sources or new uses for existing data sources;
  • Assist in developing new approaches to detecting events and trends within data sources such as socio-economic assessments, data from registration and individual assistance tracking databases;
  • Contribute to the sectors plans on the strategic uses of data and how data use interacts with data design;
  • Design data quality control and cleaning process;
  • Visualize and report data findings creatively in a variety of formats;
  • Coordinate joint data mining products with diverse sectors/units;
  • Support the promotion of adequate data license and standards;
  • Ensure that relevant data elements are collected in a standardized way that is compatible with Geographic Information System (GIS).
  • Performance reports related to data anlysis, data visualisation and maps;
  • Knowledge products on data analysis produced and a set of data and analysis models established;
  • Report on data discovery around new data sources and new uses for existing data sources prepared;
  • Report on design and implementation of statistical data quality procedures around new data sources and software required for accessing and handling data appropriately;

REQUIRED MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

a- Education:

  • Undergraduate degree (equivalent of a BA/BS) in Information Technology, Demography, Statistics, Social Sciences or any related area plus at least 3 years of experience in data mining which harvests and manipulates statistical data; Graduate degree (equivalent of a Master’s) plus 2 years or Doctorate degree (equivalent of a PhD) plus 1 year of previous relevant work experience may also be accepted.

b- Work Experience:

  • Proven skills to analyse statistical information.
  • Advanced Excel skills (e.g. pivot tables, functions, etc.).
  • Ability to compile and holistically analyse diverse datasets.
  • Proficient with statistical analysis using software tools and comfortable creating repeatable, automated analyses;
  • Working knowledge of the Python/R statistical language and of Hadley Wickham packages;
  • Knowledge of a Javascript data visualisation library such as d3.js;
  • Demonstrated commitment to creating reproducible, well-documented code, including a visible presence using online version control tool;
  • Experience with handling confidential data and demonstrated understanding of different data collection methodologies.
  • Ability to translate planning specifications into technical briefs for data capture and analysis, and vice versa.
  • Proven record of research and analytical skills in the area of extractive data and data mining (presenting a portfolio in Github would be an asset).
  • Knowledge of the UN system and the humanitarian community
