CONTEXT AND DESCRIPTION OF DUTIES

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to provide protection (including assistance) and seek durable solutions for refugees. UNHCR has also been involved in various IDP operations at the request of the country concerned or the UNGA/ SG. Since 2005, with the humanitarian reform exercise, it also is the Global Lead for the Protection, Shelter/NFIs and Camp Coordination and Camp Management in cases of forced displacement in complex emergencies. As a result, in most countries with a Humanitarian Coordinator and a complex IDP situation, UNHCR is leading the Protection Cluster. In addition, it has a specific mandate for the prevention and addressing situations of statelessness.

THE INCUMBENT IS RESPONSIBLE FOR THE FOLLOWING ASSIGNED DUTIES:

Under the overall supervision of the Senior RSD Officer, and under guidance and direct supervision of the RSD Associate, the incumbent on the position will:

Accountability (key results that will be achieved)

  • Ensuring the physical files are pulled out from the File Room in a timely manner for the upcoming RSD interviews;
  • Tracing missing physical files;
  • Ensuring database is updated with the correct file owner.

Responsibility (process and functions undertaken to achieve results)

  • Ensuring the admission of persons of concern to the RSD Building is done in a timely manner;
  • Scheduling/rescheduling of the cases in different RSD schedules based on the set parameters by the management;
  • Ensuring fair and transparent case assignments among the RSD caseworkers with due consideration to SPNs and vulnerabilities of the person of concern;
  • Attending to persons of concern approaching the Office for RSD inquiries;
  • Carrying out the Negative Decision Letters (NDL) counselling on a weekly basis;
  • Checking the internal referrals received by the RSD Unit.
  • Perform any other duties as required.

Authority (decisions made in executing responsibilities and to achieve results)

  • An average of 100-150 individuals attended and followed up processing and recording instances protection interviews carried out on a weekly basis and related recommendations.
  • 1 report with statistical data per week; 1 report with analytical data per month.
  • Identification of emergency cases identified and followed up within the day.
  • Relevant referrals to service providers and implementing partners conducted in timely manner.

REQUIRED MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE

  • Completion of secondary education preferably with post-secondary training or certificate in social science, statistics, mathematics, information technology or related fields.
  • Minimum 4 years of relevant job experience.
  • Fluency both in oral and written English and Arabic, basic computer skills.
  • Drafting skills, both in English and Arabic especially in English will be an asset.
  • Sound interpersonal and communication skills, especially with people from different cultural backgrounds.
  • Ability to work individually and as part of a team.
  • Knowledge of relevant UNHCR policies and guidelines is desirable.

DESIRABLE QUALIFICATIONS AND COMPETENCIES

  • Training in basic principles of international protection.
  • Initiative, sound judgment and dedication to the United Nations principles.
  • Experience in working with UNHCR proGres software.
  • Knowledge of another relevant UN language.
